Abstract [sv]

Relationen mellan socialsekreterare och de minderåriga brukarna är full av makt, dels genom socialtjänstlagen (2017:210) och lagen om vård av unga (2017:135). Barn har å andra sidan rätt till delaktighet genom bland annat barnkonventionen vilken socialsekreterare arbetar utifrån. Syftet med vårt examensarbete är att undersöka hur socialsekreterare inom barn & familjeenheten i en kommun arbetar med att öka barns delaktighet i SIP möten och därmed minska maktobalansen som existerar i relationen mellan socialsekreterare och brukare. Det empiriska materialet består av sex semistrukturerade kvalitativa intervjuer med socialsekreterare.

Vår teoretiska tillämpning utgår från Greta Marie Skau´s maktteori kring relationen mellan socialsekreterare och brukare, med stöd av denna analyserar och tydliggör vi den makt som finns mellan dessa. Därefter applicerar vi Norbert Elias och John L Scotson´s figurationsteori kring etablerade och outsiders ur vilken vi tillämpar begreppen anomi, nomi, gruppkarisma, kontaktsmitta, etablerade samt outsider för att analysera det empiriska materialet.

Socialsekreterarna har upparbetat en arbetsmetod med syfte att effektivisera sitt arbete och samtidigt öka brukardelaktigheten. Socialsekreterarna upplever svårigheter med brukardelaktighet i de ärenden där brukarna eller deras vårdnadshavare har tolkbehov samt i de ärenden där brukarna eller föräldrarna har funktionsnedsättning. Vi finner att barn under sju år ej har utrymme i SIP-mötet då socialsekreterarna bedömer dem för unga för att första innebörden av ett sådant planeringsmöte.

Abstract [en]

The relationship between social service officers and minors is full of power, partly through the Socialtjänstlag (2017:210) and Lag med särskilda bestämmelser av vård av unga (2017:135). Children, on the other hand, have the right to participation through the Children's convention, which the social security officers are obliged to follow. The purpose of our essay, is to investigate how social security officers in child and family units in the municipality work to increase children's participation in SIP meetings, and thereby reduce the power balance that exist between social workers and service users and make it more equal. The empirical material consists of six semi-structured qualitative interviews with social security officers.

Our theoretical application is based on Greta Marie Skua’s theory of power about the relationship between social security officers and the service users. With the aid of this, we analyse and demonstrates the power that exists between them. Then, we apply Norbert Elias and John L Scotson´s figuration theory about established and outsiders, on which we apply the concepts anomi, nomi, group charisma, contact contagion, established as well as outsiders to analyse the empirical material.

Social security officers have developed a method with the aim of streamlining its work while increasing user equity, but this seems to be problematic for some categories of users. Social security officers experience difficulties with participation for the service user in cases where the service users or their guardians have the need for an interpreter or the users or the parents have a disability. We find that children under the age of seven years are not included under the SIP meetings due to that the social security workers feel they are too young to participate in planning meetings for instance.
