This study focuses on the political reforms resolved during the years 1989-1994 in the Swedish educational system. Due to the deteriorating knowledge results during the last decades, the educations system with its focus on the deregulation and decentralization that makes the education quality less equal has turned to one of the very most discussed challenge in the Swedish welfare sector. Based on many different international studies, Sweden is common for a well-functioning welfare system that includes a lot of components as education, healthcare and care for the elderly. The aim of the study is to analysis the ideologically objective to the decentralization (1991) and the law of freedom of choice (1992) regarding the education system and its implementation with result between 1989 and 1994.
The study uses different theories to understand the restructuring and based on the results of the knowledge tests 1989, it compares with 2018 and the purpose is to end up in a discussion and summary. The conclusion are that even though the international knowledge test and the national knowledge test show a different makes the theories it possibly to argue the two main reforms impacted the knowledge results. The decentralization of the responsibility and the law of choice have affected the education system. The implementation process includes different components to understand and analysis the process from the start when deciding the law to starting up in the reality. The reforms have a clear ideological background since the history context was a sharp different between the parties in the Swedish parliament. One of the biggest issue were the implementation process due to the fact policy process were not enough planned.
