Abstract [sv]
Tidigare forskning visar att administration har ökat för första linjens chef i offentlig sektor. New Public Management-reformen har också påverkat administrationen genom att sätta fokus på dokumentering och redovisning. Den tidigare forskningen har fokus på enhetschefers arbetssituation eller på organisatoriska frågor som administration. De finns mindre forskning om hur den ökade administrationen påverkar enhetschefers arbetssituation. Studien syftar till att skapa förståelse för hur enhetschefer upplever arbetssituationen gällande administrationen samt att undersöka vilket administrativt stöd enhetschefer upplever från organisationen. Nio enhetschefer från den utvalda kommunen har medverkat i semistrukturerade videosamtalsintervjuer, deras svar har analyserats och sammanställts med hjälp av tematisk analys. Resultatet visar att enhetschefer upplever att administrationen ökar och tar tid från att vara den ledare de vill vara för sina medarbetare. HR-avdelningen är den del i organisationen som ska stödja enhetscheferna, i själva verket är det HR-avdelningen som skapar administration och har blivit en del av styrningen. I den tidigare forskningen beskrivs teknostruktur som en del i organisationen som skapar administrativa rutiner etcetera. Denna studie bidrar med empirisk kunskap om hur enhetschefer upplever grupper som HR i relation till teknostruktur och administrativt stöd.
Abstract [en]
Previous research shows that administration has increased for first-line managers in the public sector. New Public Management reforms have increased the administration by focusing on documentation and accounting. The previous research focuses on unit managers' work situation or on organizational issues such as administration. But there is less research on how the increased administration affects unit managers' work situation. This study aims to create an understanding of how first-line managers experience the work situation regarding organizational administration and how, according to the first-line managers, they get administrative support. Nine respondents from the selected municipality have participated in semi-structured video call interviews, their answers have been analyzed with the help of a thematic analysis method. The results show that first-line managers feel that the administration has increased and that the administrative tasks means that it is difficult to be a supportive leader. The HR department is part of the organization and is supposed to support the first line manager, in fact, according to the interviewed first- line managers, it is the HR department that creates administration, and they mean that HR has become part of the management of the organization. In the previous research, technostructure is described as a part of the organization that creates administrative routines and so on. This study contributes with empirical knowledge of how unit managers experience groups such as HR in relation to technology structure and administrative support.
