The purpose of this paper is to analyze policy documents regarding the national drug policy in Sweden and how it has changed from 2011 up until today, and if a more liberal drug policy can be detected over time. The overarching goal of a society free from drugs has been firm, despite changing governments and new ways of looking at evidence-based rehabilitation and what addiction entails.I have used three policy documents regarding drug policy strategy to answer the questions formulated in the paper. I have been using a qualitative idea analysis approach. With the purpose of the paper being to study change over time I have analyzed and compared the three strategies with the help of a theoretical framework consisting of three approaches to drug policy; zero tolerance, harm reduction and legalization of drugs.My conclusion is that strategy ideas concerning drug policy have changed, with a greater focus on harm reduction over time. It is hard to know whether the reasons behind the greater focus on harm reduction through time is caused by changing ideology or external factors.
