This thesis studies how the conflict between the ideals of universal human rights for asylum seekers, and the reality of states’ migration policies hindering asylum seekers from entering, has been discussed when arguing for legal routes in two SOU:s published in 2017 and 2020. The arguments for legal routes for asylum seekers to enter Sweden were analysed by performing a qualitative analysis of ideas of the two SOU:s mentioned, in the form of V-D-P-triads. By linking the ideas to two of the major international relations theories, liberalism and realism, the study concluded that the migration policy in Sweden is getting more restrictive, which is also in line with previous research. It also showed that the fact that the human right to seek asylum is limited by the nation states’ border control is not really discussed as a problem.
