    Abstract [en]

    This paper compares responses to crises through analysis of labour market policy in Sweden and the UK between the Global Financial Crises to the COVID-19 pandemic. In drawing on 'restructuring regimes' we offer insights into the dynamics of change in the two countries, focussing on the development of short-time working schemes. We argue that Sweden learned lessons from the GFC that helped prepare for future crises, whereas the UK's muted response left it ill-prepared for the COVID-19 crisis. The paper contributes to debates around restructuring regimes through an analysis of the journey between two crises in which we characterise Sweden's approach as proactive and pre-emptive and the UK's as reactive and ad hoc. By locating analysis in traditions of self-regulation and voluntarism in Sweden and the UK, respectively, we expand upon the role that industrial relations play in maintaining the stability, or not, of national restructuring regimes.

    Abstract [en]

    The aim of this paper was to review the research on corporate social responsibility (CSR) in connection with business closures and downsizing to identify gaps in our knowledge. The study consisted of a systematic review of 24 refereed articles. The review identified four themes in the literature on CSR in connection with business closure and downsizing, namely CSR, transition programs and the local community; CSR and business strategy; CSR, power and reputation; and lastly, other articles on CSR in connection with business closures and downsizing. The review revealed a lack of understanding of the reasons, outcomes and methodology of CSR development in connection with business closures and downsizing.

    Lokala partsrelationer och organisatorisk flexibilitet: omställningar inom hotellbranschen under covid-19-krisen 2020–20212023Conference paper (Refereed)
    Abstract [sv]

    Denna studie fokuserar på de lokala partsrelationernas betydelse för utvecklingen av den organisatoriska flexibiliteten under en större hotellkoncerns omställningar under covid-19-krisen 2020–2021. Studien bygger på 26 semistrukturerade intervjuer med representanter för arbetsgivarorganisationer och fackliga organisationer på branschnivå, samt chefer och fackliga företrädare på koncern- och hotellnivå. Intervjuerna transkriberades och tematiserades med hjälp av NVivo 12. I ljuset av en dramatisk nedgång i kundunderlaget mer än halverades antalet anställda: tillsvidareanställda sades upp och kontrakten för tillfälligt anställda blev inte förlängda. Vid sidan av ”tillfälligt anställda” tillkom en ny form av numerisk flexibilitet, korttidspermitterade, baserad på lagen om stöd vid korttidsarbete från 2013. Samtidigt genomfördes omfattande organisationsförändringar: avdelningar slogs samman, antalet chefer reducerades och i stort sett samtliga yrkestitlar förändrades. Anställda skulle arbeta i ”service team”, chefer skulle vara ”service lead” och andra, t ex receptionister, kockar, bartenders och städare, skulle tituleras ”hosts”. De fackliga organisationerna menade att denna form av funktionell flexibilitet, att ”alla skulle kunna allt”, ledde till ett allt stressigare jobb och var ett hot mot yrkesstoltheten. 

    I syfte att analysera de lokala partsrelationernas betydelse för utvecklingen av den organisatoriska flexibiliteten tar vi avstamp i tidigare forskning om lokala partsrelationer. Den tidigare forskningen har till stor del handlat om parternas förhållningssätt till varandra när de arbetat för att nå lösningar och resultat i olika avseenden, hur intressen och maktresurser mobiliseras, förhandlingsstrategier och den fackliga organiseringens betydelse för den fackliga styrkan. Det finns begränsat med forskning om de lokala partsrelationers roll när det gäller organisationsförändringar med bäring på organisatorisk flexibilitet. I den här artikeln fokuserar vi på de lokala parternas betydelse för utvecklingen av den organisatoriska flexibiliteten med hänsyn tagen till de institutionella förutsättningar som rådde under pandemin

    Tidigare studier har visat att det finns både utmaningar och brister gällande arbetsmiljö och arbetsförhållanden inom hästnäringen. Syftet med den här artikeln är att identifiera hur anställda i hästnäringen upplever sitt nuvarande arbete och vilka faktorer de anser vara viktiga för att ett arbete ska upplevas som attraktivt, samt att undersöka skillnader mellan det nuvarande arbetet och anställdas idealbild av ett attraktivt arbete. Studien baseras på en enkätundersökning med sammantaget 150 svar från anställda i travstall och ridskolor. I artikeln diskuteras utmaningar och möjligheter för att skapa attraktiva arbeten i hästnäringen.

    Abstract [en]

    Air contaminants remain a problem in SMEs (Karlsson et al., 2006). Research has shown that short-term exposure to air contaminants can cause health risks, and short-term exposure has received low attention compared to long-term measured mean values of different air contaminants. Yet peak exposures often explain a large part of the mean exposure. The aim of this paper is to develop a work method that can be used to control wood dust and improve the work environment of SMEs. The work method was developed by earlier research in the field of safety training and occupational health, but also through interviews with regional safety representatives in wood industries. The work method illustrates several steps, such as risk and control identification of short term exposure, safety training (creation and implementation), and evaluation of safety training, collaboration in safety training, adaptation and implementation of safety training. The work method can be used by safety representatives to control wood dust primarily through safety training, but also to create conditions for further studies on risks and safety in SMEs.

    Arbetsmiljö vid hantering av skogsenergi: En redovisning av fallstudier2010Report (Other academic)
    Abstract [sv]

    Uttaget av skogsbränsle har ökat kraftigt i Sverige under senare år och tillkomsten av nya entreprenörer i denna nisch inom skogsbranschen ökar. Syftet med denna rapport är att öka kunskapen om förhållanden inom skogsenergiområdet avseende arbetsmiljö, ergonomi och arbetens attraktivitet. Detta har gjorts genom litteraturstudier, fallstudier och djupintervjuer. Litteraturstudien visar att kunskapen om risker i skogsenerginischen specifikt är begränsad. Det gäller såväl yrkeshygieniska, ergonomiska, psykosociala risker såväl som olycksfallsrisker. Specifikt har damm av olika typer, vibrationer, buller och exponering för kemikalier uppmärksammats. I denna studie har arbetsmiljöanalyser i form av fallstudier genomförts för processer kopplade till de olika sortimenten GROT(grenar och toppar), stubbar och klenskog innehållanden arbetsmoment för skördning, transport, sönderdelning och kvalitetskontroll. Många av arbetsmiljöproblemen som finns i skogsbranschen, t ex monotona arbetsställningar, vibrationer, stötar/slag, hand/armrörelser, finns också vid uttag av flis. Många arbetar ensamma, saknar rutiner för regelbundna kontakter och rastkoja. Ensamarbete sker delvis också i mörker och med långa avstånd till bebyggelse. Det finns ett antal specifika risker i arbetsmiljön vid hantering av flis, t ex flygande föremål och damm. Stubbrytning och sönderdelning, liksom längre tids lagring av råvaran är nya moment. Denna studie har t ex visat på trånga hytter med avsaknad av vibrationsdämpning, dålig ljudisolering och bristande hyttklimat. Kartläggning av arbetets attraktivitet visar att merparten av de intervjuade i denna studie tycker att arbetet är attraktivt. Det som främst bidrar till detta är friheten att styra sitt arbete under eget ansvar, att vara i skog och natur, få arbeta med maskiner samt upplevelsen av att ha en bra arbetsgivare som arbetar för att både verksamhet och de anställda ska få utvecklas. De fallstudier som genomförts är slumpmässigt utvalda inom ett begränsat geografiskt område. Denna studie ska ses som en översiktlig kartläggning av arbetsmiljöförhållanden inom skogsenerginischen där de framkomna resultaten ger indikationer på områden för fördjupade studier. Utifrån studiens resultat kan följande slutsatser dras: • Det finns brister avseende arbetsmiljön, varav några är generella för skogsbranschen och andra unika för skogsenerginischen. • Speciellt allvarliga risker är olycksfallsrisker; helkroppsvibrationer, stötar och slag; buller; ensamarbete; samt monotont och ensidigt arbete. • Det finns brister i kommunikationen mellan utförare av olika delprocesser. • Genom att införa fungerande systematiskt arbetsmiljöarbete kan säkerhetskulturen förbättras. • Det finns lokal kunskap om bra tekniska och organisatoriska lösningar, men den är inte spridd. • Merparten av de intervjuade i nischen tycker att arbetet är attraktivt, det som främst bidrar är friheten att styra sitt eget arbete och att vara utomhus, eget ansvar samt nuvarande arbetsgivare. • Hälften av intervjupersonerna, både de med VD-roll och anställda, uttrycker en oro kring att i framtiden kunna rekrytera kompetent personal. Förslag på fortsatt utvecklingsarbete är bland annat att studera arbetsmiljöförhållanden under andra årstider än hösten, fördjupade studier av vibrationer, slag och stötar samt hyttklimat. Det är också angeläget att utveckla ett fungerande systematiskt arbetsmiljöarbete och hitta former för skogsenerginischens speciella förutsättningar. En vidgad studie kring arbetenas attraktivitet bland presumtiv arbetskraft är ett annat angeläget område.

    Abstract [en]

    Unsafe work environments can be both unhealthy for employees and costly for organizations. Safety motivation is essential to enhancing safety behaviors among employees. The objective is to evaluate whether six different interventions including safety training increase safety motivation. A validated questionnaire was used at two metal companies, two municipal agencies, one paper mill, and one plastic company. Statistical tests were used to compare the results at the factorial and item levels. In three cases, safety motivation changed significantly at the factorial level. There was a significant difference in each intervention at the item level. The outcomes indicate that the degree of participation, the number of occasions, the primary target group, and the decision maker of the intervention affect safety motivation.

    Abstract [en]

    Previous studies on commuting behavior and willingness towards commuting have analyzed individuals who are active in the workforce and have largely focused on larger metropolitan regions. This paper presents results from a survey of unemployed job seekers in the county of Dalarna, Sweden and analyzes the differences in willingness towards long-distance commuting between individuals with different socio-economic situations and experiences of unemployment. The analysis is conducted through a linear probability model complemented with a logistic regression model. Conclusions are drawn on the socio-economic factors that influence the probability of an individual’s willingness to commute longer than 40 minutes. The analysis also takes interaction between different factors into account. The study concludes that the factors influencing the willingness to commute are gender, level of education, and the presence of children in the household. Furthermore, the interactions between age and length of unemployment, age and educational level, and age and gender are shown to be significant in the willingness to commute long distances.

    Abstract [en]

    This article examines different orientations to planning in the context of the post-redundancy transition of workers in the Swedish steel industry. The aim of the article is to extend our understanding of the role of planning in careers transitions. Drawing on careers transitions theories, the article explores the qualitative experience of the journey between a redundancy event and the employment situation several years later. Within the careers literature planning is regarded as important to transitions, yet there is a tendency to present planning as an ongoing and lifelong process. By going beyond the prevalent focus within the career literature on managerial, professional or creative industries workers, the article raises the question of whether highly agential, ongoing, lifelong approaches to planning apply to everyone. Data are based on working-life biographical interviews conducted several years after redundancy. The findings show that although some participants resembled assumptions within the careers literature, there are key variations relating to ongoing planning, reflecting differences in the expectations of agency and perceptions of structural constraint. The analysis identifies three orientations to planning – strategic, episodic and truncated – and explores these in relation to both post-redundancy transition outcomes and, crucially, the experience of the transition journey.

    Abstract [en]

    The context of radical company restructurings i.e. downsizing and/or plant closures is extreme for employees who are facing unemployment, and consequently, makes partnership between management and employee representatives more difficult, compared to when the company is operating normally. However, before the decision on downsizing and/or closure emerges two ideal typical partnership approaches can be identified; “early coordination” or “formal negotiation”. The paper addresses two extreme cases, from the manufacturing sector in Sweden, mirroring the ideal types in closedowns. Formal negotiation usually trigger rapid closedown patterns due to the top management decision. In cases when “early coordination” is adopted there are increased possibilities to mitigate the negative consequences and ease the pain caused to labor.  From a partnership perspective the central issue is how redundancies are handled and agreed upon (Dietz, 2004). We argue that “early coordination” during the restructuring facilitates proactive HRM strategies that focus on reconnecting employees to new employment on the local labor market. Coordination of actions means that management and employee representatives agree upon a closedown strategy in an early stage. Management need to seriously adopt social responsible approach where employees are considered as a primarily stakeholder in the process of closure. Employee representatives, on the other hand, need to accept flexibility measures in order to create a smooth restructuring.

    The result shows that the case with coordinated actions resulted in long advance notice, education, training, job search etc. It also resulted in a domestically “nearsourcing” of subcontractor, which resulted in that 83 percent of the permanent employees got a solution in the new operations that were ‘nearsourced’ or new jobs at the local labor market. Whilst the other case resulted in internationally “oursourcing” of production which in turn resulted in that only a few of the displaced workers where reconnected to new employment on the local labor market (approximately 20 %). Thus, in the latter case the outcome resulted in higher unemployment rate for the workforce, compared to the case with early coordination. The comparative analysis also revealed different patterns in the course of restructuring, such as resistance to change.

This article presents findings from a seven-step interventions process aimed at examining and following-up work environment investments in small and medium sized enterprises (SMEs), with a particular focus on air contaminants. Three different cases were analyzed and included in the study: (i) an educational center for welding; (ii) a paint station in furniture manufacturing; and (iii) a joinery in furniture manufacturing. The result shows that the work environment investments were highly appreciated by the employees and managers, but at the same time the investment could be optimized through markedly decreased exposure levels for the worker. Factors such as follow-ups of the investment, education and training in how to use the equipment, workers involvement in the process and leadership engagement are important in order to optimize work environment investments.

    Abstract [en]

    BACKGROUND: A considerable amount of money is invested annually in workplaces to promote creative, comfortable and safe work environments. The processes and effects of these investments are however not sufficiently studied.

    OBJECTIVE: The objective of this article is to examine work environment investment processes and identify organizational critical elements for optimizing investment in terms of occupational health and safety effects for employees.

    METHODS: Twelve case studies were conducted in different sectors. The data was collected through interviews, by studying available documents, and, in several cases, observations and measurement of hazards by means of the PIMEX-method. 

    RESULTS: The empirical results yielded seven different critical elements for work environment investment processes. The critical elements identified were: identifying the need, risk assessment, involvement of staff, consultation with OHS expertise, procurement and delivery, implementation and training of workers, and evaluation.

    CONCLUSIONS: The critical elements have wide similarities with steps outlined in Swedish Work Environment Management processes, and ideas described in the Plan-Do-Act-Check model. If organizations follow this process, they are provided with improved possibilities for maximizing invested money for a safer working environment.

    Abstract [en]

    Managers’ conceptions of the importance of human resources are essential for creating ‘attractive workplaces’. This paper examines an intervention method aimed at creating insight among managers in small and medium-sized enterprises (SMEs) concerning the potential of human resources. The intervention method is called Focus Group Attractive Work (FGAW) and was conducted at eight enterprises in Sweden. Based on the analysis, it is concluded that the intervention method seems to be thought-provoking and to facilitate changes in managers’ conceptions of the importance of human resources, albeit to different degrees.

    This article focuses on the restructurings that took place within the hospitality sector during the economic downturn caused by the pandemic. The aim of this article is to examine how STW (short-time work) schemes and redundancies affected the psychosocial work environment. The data material consists primarily of 36 interviews with employees and managers from three hotels in Sweden that implemented STW schemes, where some employees were also made redundant. The results show that during the rather long period of government restrictions, radical shifts in hotel occupancy rates, and implemented STW schemes, the work environment changed in terms of employees’ perceptions of job (in)security; workload and work extension; time and financial structures; and workplace relations. Further, the results illustrate how hotel employees’ perceptions of the psychosocial work environment shifted over the course of the pandemic.

    Abstract [en]

    This article focuses on the analysis of and suggestions for improving company-level flexicurity during the restructuring process, based on a best-practice case in Sweden. The parties involved in the restructuring process created company-level flexicurity through strategic corporate social responsibility (CSR) in exchange for increased numerical flexibility by means of temporary employ- ees. The high numerical flexibility was possible because the trade unions saw that top management was committed to strategic socially responsible behaviour in the restructuring process. Our pro- posal concerns the dissemination of a model for company-level flexicurity during the restructuring process which promotes: (1) improved strategic CSR in the restructuring process, (2) improved transition to new employment in the local labour market and (3) improved flexibility, which creates increased efficiency, competitiveness and rapid payback in the course of restructuring.

    This paper focuses on analysis of and suggestions for Corporate Social Responsibility (CSR) orienta- tion during the closedown process.The article addresses CSR considerations that adjust business strategies, which in turn change the Human Resource Management (HRM) focus. Our study fo- cuses on four best practice cases in Sweden, which are compared with three reported cases in the literature.All four best practice cases had a long notice period and socially responsible coordination of management and employees, which created adjusted corporate strategies.Three cases had the CSR orientation in the earliest stage, while the fourth case had this coordination during a later stage of the closedown process. We develop a model where we show that the scope for action increases if the CSR orientation and coordination of actions come early in the closedown process, due to the increased ability to adjust the business strategy and create a plan for outreach HRM activities and local community activities.

    Att förflyttas utanför lönearbetets gränser: en studie om ofrivillig arbetsförlust i hotellsektorn under pandemin2023Conference paper (Refereed)

    Vad händer när en anställd förflyttats utanför lönearbetets gränser, det vill säga från att varai en anställning till att ofrivilligt bli av med arbetet? Vi närmar oss frågan genom att fokusera på arbetsförlusters individuella konsekvenser samt omställningsstödets betydelse för övergången till ny sysselsättning. Studien bygger på 28 semistrukturerade intervjuer med uppsagda inom hotellsektorn under Covid-19 pandemin, samt 18 intervjuer med chefer, representanter från omställningsorganisationer, arbetstagar- och arbetsgivarorganisationer. Analysen är pågående och resultat kommer att presenteras på konferensen.

    De preliminära resultaten visar dock att uppsägningarna, i kombination med användning av korttidspermitteringar (inledningsvis i pandemin var även uppsagda under uppsägningstid korttidspermitterade inom hotellsektorn), bidrog till ett abrupt avslut av anställningen. Avslutet med få arbetsdagar under uppsägningstiden skapade en utmanande situation vilket medförde en snabb omställning till en vardag som arbetssökande. Konsekvenser som uppstod för de uppsagda inkluderade försämrad ekonomi, hälsa och välmående samt oro inför framtiden. Uppsägningarna upplevdes dock inte enbart negativt utan också, för vissa uppsagda, bidrog till möjligheter genom till exempel aktiv karriärplanering i form av utbildning eller nytt arbete. De uppsagdas ekonomiska situation och livssituation inverkade på hur konsekvenserna upplevts.

    De preliminära resultaten visar också en diskrepans mellan objektiv och subjektiv kompetens där det externa stödet varit viktigt i att översätta kompetensen från en kontext till en annan vilket varit en bidragande faktor till att överbrygga friktionsarbetslöshet. Avslutningsvis indikerar resultaten olika typer av barriärer i tillgången till omställningsstödet som erbjudits via omställningsorganisationerna och hur stödet upplevts har skiljt sig åt mellan de uppsagda.

    Det har framkommit i den vetenskapliga debatten att den danska flexicurity-modellen skapar en hög grad av rörlighet på arbetsmarknaden jämfört med den relativa inflexibilitet som finns i den svenska modellen. Scania-modellen 2005-2008 illustrerar att flexibiliteten i den svenska modellen kan öka genom en organisatorisk flexicurity. Vi analyserar förutsättningarna för en svensk flexicurity-modell för omstruktureringar. En svensk flexicurity-modell i omstruktureringar som bygger på proaktiva insatser från tre parter, har potential att skapa lika hög brygga som Scaniamodellen gav, d v s en 80-90 procent överbryggning av det som annars hade blivit arbetslöshetsöar.
