    Abstract [en]

    Ship dismantling is recognized as a very hazardous occupation. The complexity of the activities included in the ship dismantling process makes it difficult to study the risk situations appearing during the various work tasks. For the monitoring and documentation of work tasks where a large number of parameters are involved, the use of advanced studying methods is necessary. The understanding of the mechanisms causing releases and exposures of workers to hazards, facilitates both the proposal of improving measures and the evaluation of them. The PIMEX-PC method combines the use of real time monitoring instruments with video, making possible the search for measures aimed at control of occupational hazards more effective. In practical occupational health work, direct-reading instruments of various types are important aids in monitoring concentrations of air contaminants in workplaces. Rapid measuring instruments, sometimes small and battery-operated, make it possible to collect large amounts of data at different times and monitoring points. Despite of the fact that the frequency of injuries and accidents is very high in the ship recycling sector there are almost nor facts about the releases of air contaminants and the corresponding exposure levels, neither systematic studies of the work conditions as well as the risk factors. A number of typical work tasks which are similar to activities within other industrial sectors has been studied. They will be compared by means of PIMEX-PC using a number of parameters as variables. Visual training packages on control of air contaminants has been produced by the National Institute for Working Life intended to be used by trainers organizing courses in occupational dust exposure control but also for R&D-studies by others with an interest in the topic. By analogy, material for the ship recycling industry is to be produced, using as example the WHO document, "Hazard Prevention and Control in the Work Environment: Airborne Dust” that includes a great number of video illustrations aimed to clarify the message in the text by using visualization methods.

    Strategies for the use of PIMEX and other video exposure monitoring methods.: Final report from sub-project “implementation strategies” within the HERIVIS project2009Rapport (Övrigt vetenskapligt)
    Abstract [en]

    Video exposure monitoring (VEM) is a group of methods used for occupational hygiene studies. The method is based on a combined use of video recordings with measurements taken with real-time monitoring instruments. A commonly used name for VEM is PIMEX. Since PIMEX initially was invented in the mid 1980’s have the method been implemented and developed in a number of countries. With the aim to give an updated picture of how VEM methods are used and to investigate needs for further development have a number of workshops been organised in Finland, UK, the Netherlands, Germany and Austria. Field studies have also been made with the aim to study to what extent the PIMEX method can improve workers motivation to actively take part in actions aimed at workplace improvements. The results from the workshops illustrates clearly that there is an impressive amount of experiences and ideas for the use of VEM within the network of the groups participating in the workshops. The sharing of these experiences between the groups, as well as dissemination of it to wider groups is, however, limited. The field studies made together with a number of welders indicate that their motivation to take part in workplace improvements is improved after the PIMEX intervention. The results are however not totally conclusive and further studies focusing on motivation are called for. It is recommended that strategies for VEM, for interventions in single workplaces, as well as for exposure categorisation and production of training material are further developed. It is also recommended to conduct a research project with the intention of evaluating the effects of the use of VEM as well as to disseminate knowledge about the potential of VEM to occupational hygiene experts and others who may benefit from its use.

    I Sverige uppskattas kostnaden för olycksfall och ohälsa orsakat av arbetet till en årlig kostnad på 164 miljarder kronor. Arbetsmiljöverkets föreskrifter om kemiska arbetsmiljörisker ställer höga krav på hur kemiska ämnen hanteras och att riskbedömningar ska genomföras. Tillgängliga resurser för att genomföra exponeringsbedömningar av kemiska ämnen är idag mycket begränsad. Skillnaden mellan hur riskbedömningar ska gå till enligt regelverket och hur det utförs i praktiken är stor, bland annat beroende på att krav inte alltid ställs från myndigheten. Att använda exponeringsmodeller enligt Arbetsmiljöverkets och Europeiska Kemikaliemyndighetens rekommendationer är ett kostnadseffektivt alternativ. Drivkraften för att så ska ske tycks vara svag i Sverige jämfört med andra länder i Europa.

    Abstract [en]

    The knowledge of possibilities to reduce or eliminate hazards in workplaces has been gradually developed during decades. The same is true for the technical development focusing on prevention of exposure to i.e. noise and air contaminants or accident prevention. However, the existence of ventilation technique, which can minimise the emission, and distribution of air contaminants, thus reducing the workers exposure to it effectively, does not mean that this technique is used. The situation is too often the same with most other technical solutions aimed at hazard control in the workplace. According to our experience the reason for not implementing good control technology or failure to use effective personal protection equipment is very often not a question of money. It is very much a question of knowledge, motivation and engagement. This implies that the effectiveness of investments in control technology all too often is poor. It is easy for the experienced occupational hygienist to identify examples where investments in effective control technology could be drastically improved if it were to be utilized in the way the designer had intended. It is for example easy to find welders who have access to good smoke extractors but nevertheless are exposed to fumes because of incorrect handling of the extractor. This is often explained by a limited motivation to use the equipment, sometime combined with inadequate knowledge of its qualities. There is therefore a need for methods that can support improved motivation and engagement for the reduction of hazardous exposure. It is our belief that many such methods already exist but they are normally not developed for that purpose. The key element in those methods is that they have a potential to activate the worker. When for example a standard occupational exposure measurement method is conducted the results are normally reported in a written report, which is sent to the manager of the company some weeks later. The feedback to the exposed worker is very limited and possibilities to reduce exposure by changes in work practises may be overlooked. If instead visualisation methods such as PIMEX are used the worker will be a lot better motivated and engaged to take part in the seeking of solutions. A project aimed at identification, evaluation and development of such “Moveit-methods” has been conducted at the Swedish Institute for Working Life. Examples of methods that have been found useful for this purpose are besides PIMEX, the TUTTAVA method which primarily aims at measuring good housekeeping at work, various check lists, editing of photos from a workplace to stimulate discussions around possible improvements etc. A number of such methods have been identified and found to be very useful for the purpose of acting like a starting motor in a change process, which then must be followed by a main engine that shall make use of the improved motivation and engagement among the exposed. The main engine is the driving force for a traditional problem-solving circle. The Moveit-method has then helped to give a much better base for a more effective use of existing possibilities to reduce hazardous exposure.

Förutsättningar och möjligheter till stärkt arbetsmiljöarbete genom regional eller lokal samverkan. Inom ramen för Tema SMARTA vid Arbetslivsinstitutet har ett delprojekt utgående från forskningsfrågan ”Hur bör en regional samverkan utformas för att stödja arbetsmiljöarbete i en region?” genomförts. Projektet har varit uppdelat i två etapper där den första delen givit förslag till en modell som beskriver hur en regional samverkan kring arbetsmiljöfrågor kan utvecklas från det att ett initiativ tas till avslut. Syftet med den andra etappen i projektet som redovisas i denna rapport har varit att ge stöd till aktörer, såväl drivande som medverkande, som avser att genom regional samverkan i projekt förbättra arbetsmiljö och arbetsmiljöarbete. Detta syfte nås genom att skapa underlag för utformning av stödmaterial. Den under första etappen beskrivna modellen för samverkan har använts som utgångspunkt för ett antal intervjuer av möjliga aktörer i en samverkan på en lokal nivå inom kommunen Borlänge och regionalt inom träbranschen i Bergslagen. Intervjuer har också gjorts på motsvarande sätt med centrala aktörer inom träbranschen och med personer som ingått i en referensgrupp. Förutom detta har också arbetsmöten genomförts tillsammans med centrala och regionala aktörer. Analysen av de samlade resultaten har genomförts i form av tre koncensusmöten där författarna deltagit. Den framtagna processmodellen ansågs av de intervjuade aktörerna ge en bra beskrivning av olika stadier i en samverkan. Intervjuerna av potentiella regionala och lokala aktörer visar på ett tydligt behov av och intresse för samverkan inom det aktuella området. Resultaten av dessa intervjuer tillsammans med övriga intervjuer och arbetsmöten visar vidare på vikten av att någon extern resurs kopplas in som drivande genom hela samverkan. De viktigaste förutsättningarna för en framgångsrik samverkan kan sammanfattas i åtta punkter: Förtroende och tillit; Gemensam värdegrund och tydliga mål; Egen nytta; Tydlighet; Interaktivitet; Tid; Resurser; Eldsjäl. Med utgångspunkt i resultaten bör ett fortsatt arbete inriktas mot att utveckla stödmaterial för intresserade aktörer samt att sprida kunskap genom kurser, seminarier etc.

    Abstract [en]

    The context of radical company restructurings i.e. downsizing and/or plant closures is extreme for employees who are facing unemployment, and consequently, makes partnership between management and employee representatives more difficult, compared to when the company is operating normally. However, before the decision on downsizing and/or closure emerges two ideal typical partnership approaches can be identified; “early coordination” or “formal negotiation”. The paper addresses two extreme cases, from the manufacturing sector in Sweden, mirroring the ideal types in closedowns. Formal negotiation usually trigger rapid closedown patterns due to the top management decision. In cases when “early coordination” is adopted there are increased possibilities to mitigate the negative consequences and ease the pain caused to labor.  From a partnership perspective the central issue is how redundancies are handled and agreed upon (Dietz, 2004). We argue that “early coordination” during the restructuring facilitates proactive HRM strategies that focus on reconnecting employees to new employment on the local labor market. Coordination of actions means that management and employee representatives agree upon a closedown strategy in an early stage. Management need to seriously adopt social responsible approach where employees are considered as a primarily stakeholder in the process of closure. Employee representatives, on the other hand, need to accept flexibility measures in order to create a smooth restructuring.

    The result shows that the case with coordinated actions resulted in long advance notice, education, training, job search etc. It also resulted in a domestically “nearsourcing” of subcontractor, which resulted in that 83 percent of the permanent employees got a solution in the new operations that were ‘nearsourced’ or new jobs at the local labor market. Whilst the other case resulted in internationally “oursourcing” of production which in turn resulted in that only a few of the displaced workers where reconnected to new employment on the local labor market (approximately 20 %). Thus, in the latter case the outcome resulted in higher unemployment rate for the workforce, compared to the case with early coordination. The comparative analysis also revealed different patterns in the course of restructuring, such as resistance to change.

    Work environment investments are important in order to create a healthy and safe workplace. This article presents findings from a seven-step interventions process aimed at examining and following-up work environment investments in small and medium sized enterprises (SMEs), with a particular focus on air contaminants. Three different cases were analyzed and included in the study: (i) an educational center for welding; (ii) a paint station in furniture manufacturing; and (iii) a joinery in furniture manufacturing. The result shows that the work environment investments were highly appreciated by the employees and managers, but at the same time the investment could be optimized through markedly decreased exposure levels for the worker. Factors such as follow-ups of the investment, education and training in how to use the equipment, workers involvement in the process and leadership engagement are important in order to optimize work environment investments.

    BACKGROUND: A considerable amount of money is invested annually in workplaces to promote creative, comfortable and safe work environments. The processes and effects of these investments are however not sufficiently studied.

    OBJECTIVE: The objective of this article is to examine work environment investment processes and identify organizational critical elements for optimizing investment in terms of occupational health and safety effects for employees.

    METHODS: Twelve case studies were conducted in different sectors. The data was collected through interviews, by studying available documents, and, in several cases, observations and measurement of hazards by means of the PIMEX-method. 

    RESULTS: The empirical results yielded seven different critical elements for work environment investment processes. The critical elements identified were: identifying the need, risk assessment, involvement of staff, consultation with OHS expertise, procurement and delivery, implementation and training of workers, and evaluation.

    CONCLUSIONS: The critical elements have wide similarities with steps outlined in Swedish Work Environment Management processes, and ideas described in the Plan-Do-Act-Check model. If organizations follow this process, they are provided with improved possibilities for maximizing invested money for a safer working environment.

    Managers’ conceptions of the importance of human resources are essential for creating ‘attractive workplaces’. This paper examines an intervention method aimed at creating insight among managers in small and medium-sized enterprises (SMEs) concerning the potential of human resources. The intervention method is called Focus Group Attractive Work (FGAW) and was conducted at eight enterprises in Sweden. Based on the analysis, it is concluded that the intervention method seems to be thought-provoking and to facilitate changes in managers’ conceptions of the importance of human resources, albeit to different degrees.

    This article focuses on the analysis of and suggestions for improving company-level flexicurity during the restructuring process, based on a best-practice case in Sweden. The parties involved in the restructuring process created company-level flexicurity through strategic corporate social responsibility (CSR) in exchange for increased numerical flexibility by means of temporary employ- ees. The high numerical flexibility was possible because the trade unions saw that top management was committed to strategic socially responsible behaviour in the restructuring process. Our pro- posal concerns the dissemination of a model for company-level flexicurity during the restructuring process which promotes: (1) improved strategic CSR in the restructuring process, (2) improved transition to new employment in the local labour market and (3) improved flexibility, which creates increased efficiency, competitiveness and rapid payback in the course of restructuring.

    This paper focuses on analysis of and suggestions for Corporate Social Responsibility (CSR) orienta- tion during the closedown process.The article addresses CSR considerations that adjust business strategies, which in turn change the Human Resource Management (HRM) focus. Our study fo- cuses on four best practice cases in Sweden, which are compared with three reported cases in the literature.All four best practice cases had a long notice period and socially responsible coordination of management and employees, which created adjusted corporate strategies.Three cases had the CSR orientation in the earliest stage, while the fourth case had this coordination during a later stage of the closedown process. We develop a model where we show that the scope for action increases if the CSR orientation and coordination of actions come early in the closedown process, due to the increased ability to adjust the business strategy and create a plan for outreach HRM activities and local community activities.

    Abstract [en]

    This article assesses gender-related differences in rural enterprises and examines implications for development of economic policy and services in a rural district of Sweden. The article focuses on female owned micro enterprises. A quantitative and qualitative survey of 32 micro enterprise owners was carried out. Focus was on owner attitudes toward local governmental policies and programmes. There were not strong differences between genders for items using multiple-choice responses. Where qualitative, written responses were solicited there were some differences in perceptions and attitudes. The female respondents tended to write more and respond in ways that suggest that they tend to reflect more upon the future and new possibilites. Differences in style of operation were evident; others have reported this. Written responses from female participants described in greater detail and more clearly the ongoing need for governmental support of networking activities and other programmes that promote cooperation and resource pooling (regardless of gender).

    This article explores the development of a scheme to use Information and Communication Technology (ICT) in the training of individuals with severe functional impairments. Computers were used as an integral part of a rehabilitation programme for training, and the authors found that the resource was a useful addition to other treatment methods. This article describes the development and subsequent setting up of computers for training and how the study progressed. The study used a somewhat unique bottom up approach that first trained care-giving staff in computer skills. The caregivers in turn worked with and trained some of those they served. This learning strategy drew upon the concept of learning, empowerment and the motivation of all involved in a system and process. The study found that by using ICT all involved felt a greater sense of empowerment and improvement in the quality of life. That caregivers were involved at all stages was valuable in that they felt an ownership of the process and that they also benefited from being involved because they also learned new skills.

    Research has shown that small and medium-sized enterprises (SMEs) are rapidly adopting the e-commerce. However, there is nearly no research into how microenterprises are adopting eCommerce. Present paper focus on microenterprise adaption of eCommerce in terms of barriers in relation to already known research on SMEs. A case study, carried out by 12 microenterprises to find out barriers to adapt eCommerce had been done. The empirical results show that the microenterprises share most of the barriers to adapt the eCommerce with studies of SMEs, but also reveal additional factors affecting adaptation option of eCommerce; supplier agreement, communication and customer strategy. Conclusions are that microenterprises need additional support and communication and customer strategy to adapt eCommerce, depending of their requirement and needs of eCommerce.

    Abstract [en]

    Research has shown that microenterprises have ability to survive and grow with the support of portals that include eCcommerce. However, almost no research has demonstrated how it’s done and what support microenterprises want. Results of our study shows that the portals have to be improved to support the use of advanced ICT applications, make it usable to use, and give more time for core business for the participating microenterprises. We have seen that portals have to solve problem with the technical solution and the process of payment. The network building activities in the portals do not happen in such extent that we have expected based on previous research. If portals will get businesses to grow in microenterprises, we propose that in addition to providing access to advanced ICT applications need to climbs one step higher in the DTI ladder and create more of eCommerce to increase sales in a greater market. We also propose that portals which support cooperation between microenterprises in rural areas from different branches have the best chances to succeed in the future.

    The county of Västernorrland and Jämtland, like most of the remote and rural areas in the Northern Periphery, face common challenges consisting of limited economic resources, high sickness rates and major recruitment needs in the future. Developed eservice may be one of the solutions to these problems: a solution especially well-suited to sparsely populated areas. In this paper, we have summarized the exciting current challenges and opportunities in the domain of e-governmental services and indicated some areas of special interest for promoting the transition to an information society with enhanced e-services for the rural citizens. There are increased interest in e-service and the will to improve the services offered to citizens and the business community.

    The Internet forms an important component of eGovernment strategy, the use of Information and Communication Technology (ICT) in public administrations combined with organisational change and new skills in order to improve public services. In this paper we describe the work in progress in a Swedish project called �Mitt företag� by NUTEK aimed to provision of One-Stop-Shop services to people who want to start their own business. We are going to present a usability evaluation study of the Website of Swedish Company Registration Office and the Swedish National Tax Board. The e-service has a low level of acceptance among user since many of the tasks take too much time and effort to complete. Comparing these results against our usability measures and the golden heuristic rules we find many discrepancies.

    The transportation of gaseous contaminant from a low and moderate low impulse (momentum<1 m s-1) source to the breathing zone was studied in a uniform air stream flow. Results of the effects of the direction and the velocity of principal air flow, convection due to a human body, arm movement of a human being and the type of source on the concentration profiles are presented. Three important results were obtained. Firstly, for a given low and moderate impulse low impulse contaminant source in the near field of a worker, his/her orientation relative to the principal air flow direction is the most important factor in reducing occupational exposure, with an air velocity of about 0.3 m s-1. Secondly, the effect of convection resulting from body heat on air flow was lower than expected. Thirdly, arm movements influence contaminant dispersion, and should be included when models assessing exposure are developed. The present data can also be used to validate existing computational fluid dynamic (CFD) models.

    Abstract [en]

    Purpose: To explore and analyse how shifting frontiers of control emerge and changes the labour process so that restrictions to output become diminished, subsequently affecting organisational performance. Research design: Multiple case study design. Interviews with 104 respondents. Analysis of productivity statistics in order to test for the statistical significance of the closedown effect. Single multiple regression analysis of the comparative strength, of the closedown effect, between cases. Findings: Shifting frontiers of control arise during the closedown process, an control system characterised by markedly unrestricted autonomy for the workers as the management frontiers of control abate. This provides an operative space for informal work practices, innovation and emerging new industrial relations, accounting for the higher levels of output. Research limitations/implications: A multiple case study of three different manufacturing organizations, with comparably long closedown periods. We do not analyse the sustainability of the increase in output or the generalizibility of the closedown effect to other industries. Practical implications: It is possible to anticipate improved productivity if shifting frontiers of control are rapidly replacing the old. If management abandons the old control mechanisms, previous to the closedown decision, and provides operative space for workers? initiatives and informal leadership during the closedown process, it is possible to expect good performance, enabling a scope for extended closedown periods. Originality/value: This is the first study that analyses the comparative strength of the closedown effect and how restricted work practices change under the process of closedown.

    Det har framkommit i den vetenskapliga debatten att den danska flexicurity-modellen skapar en hög grad av rörlighet på arbetsmarknaden jämfört med den relativa inflexibilitet som finns i den svenska modellen. Scania-modellen 2005-2008 illustrerar att flexibiliteten i den svenska modellen kan öka genom en organisatorisk flexicurity. Vi analyserar förutsättningarna för en svensk flexicurity-modell för omstruktureringar. En svensk flexicurity-modell i omstruktureringar som bygger på proaktiva insatser från tre parter, har potential att skapa lika hög brygga som Scaniamodellen gav, d v s en 80-90 procent överbryggning av det som annars hade blivit arbetslöshetsöar.

    The aim of this article is to discuss the potential of an educative research intervention to influence the quality of the learning outcome in the workplace as interpreted from the perspectives of adult learning theory. The research project was designed as a quasiexperimental, mixed-methods study. In this article, quantitative survey data were taken as the point of departure, and qualitative data were used for the purpose of analyzing aspects of learning. An educative research intervention may support a transformative learning quality when the manager and employees have to deal with severe difficulties, and they succeed in doing so by sharing responsibilities and having the strength to engage in the development process in the workplace. It is possible to support transformative learning in the workplace through an educative research intervention that encourages managers to educate themselves and their employees to think and act in new ways, aiming at integrated autonomy, increased interaction, and learning.

    The eBalance project is based on the idea that serious exergames—i.e., computer gaming systems with an interface that requires physical exertion to play—that are well adapted to users, can become a substantial part of a solution to recognized problems of insufficient engagement in fall-prevention exercise and the high levels of fall-related injuries among older people. This project is carried out as a collaboration between eight older people who have an interest in balance training and met the inclusion criteria of independence in personal activities of daily living, access to and basic knowledge of a computer, four staff working with the rehabilitation of older adults, and an interdisciplinary group of six research coordinators covering the areas of geriatric care and rehabilitation, as well as information technology and computer science. This paper describes the study protocol of the project’s initial phase which aims to develop a working partnership with potential users of fall-prevention exergames, including its conceptual underpinnings. The qualitative methodology was inspired by an ethnographical approach implying combining methods that allowed the design to evolve through the study based on the participants’ reflections. A participatory and appreciative action and reflection (PAAR) approach, accompanied by inquiries inspired by the Normalization Process Theory (NPT) was used in interactive workshops, including exergame testing, and between workshop activities. Data were collected through audio recordings, photos, and different types of written documentation. The findings provide a description of the methodology thus developed and applied. They display a methodology that can be useful for the design and development of care service and innovations for older persons where user participation is in focus.

    Avhandlingsarbetet utgår från ett nätverk av mindre verkstadsföretag som under mer än fem års tid varit engagerade i utvecklingsprocesser för att skapa mer attraktiva arbeten. Arbetet har genomförts inom ramen för att…-projektet i samverkan mellan Högskolan Dalarna och Arbetslivsinstitutet. Det övergripande syftet är att utveckla kunskap om och förståelse för utvecklingsprocesser med utgångspunkt i att skapa mer attraktivt arbete. Särskilt intresse ägnas åt hur dynamiken i utvecklingsprocesserna kan analyseras utifrån ett lärandeperspektiv. Ett resonemang förs om utvecklingsprocessernas karaktär och om egenskaper i arbetets attraktivitet. Ansatsen kan beskrivas som interaktiv forskning med tät interaktion med praktiker i verkstadsföretag och i lokalt utvecklingsarbete. Metodansatsen är aktions-, och processorienterad. Attraktivt arbete ses som ett processuellt begrepp, dvs ett strävansmål utifrån individers upplevelser, vilka är stadda under förändring. En distinktion görs mellan en skalbetonad (tilldragande) och en innehållsbetonad (behållande) egenskap. Avhandlingen baseras på fyra delstudier. Utifrån tidigare forskning och eget material skapas en analysram över utvecklingsprocessers dynamik avseende aktivitetsnivåer och lärdimensioner. Processer kan ut¬ifrån ramen karaktäriseras som ställföreträdande förändring, skalförändrande utveckling, temporärt förändrande utveckling eller reflektiv utveckling. Faktaunderlag och diskussioner har i en spegelmetod utgjort grund för företagens reflektion om interna och externa förhållanden. Aktiviteter för att skapa attraktiva arbeten har skett på diagnos-, intentions-, och handlingsnivå. Analysramen tillämpas på dels utvecklingsprocesser inom fem verkstadsföretag, dels lokalt utvecklingsarbetet för mer attraktiv industriutbildning.

Rapporten utgår från forskningsområdet ”Hur kan och bör arbetsmiljöarbete bedrivas och integreras i organisationers kärnverksamhet?” vid tema SMARTA, Arbetslivsinstitutet. I ett tidigare arbete har ett antal egenskaper hos metoder identifierats som viktiga för motivation och engagemang för arbetsmiljöarbete, s.k. Moveit-egenskaper. Syftet är att beskriva en metod – Bildredigering – för användning av redigering av bilder som ett hjälpmedel i, och för att skapa ökad motivation för, arbetsmiljöarbete. Den ansats som användningen av metoden bygger på utgår från en hög grad av interaktion med personalen på den aktuella arbetsplatsen eller motsvarande. Denna arbetsform har tidigare beskrivits som konsultativ. Metoden Bildredigering beskrivs ingående, med särskild betoning på hur man praktiskt går till väga för att redigera bilder så att de kan utgöra ett stöd i arbetsmiljöarbetet och samtidigt bidra till att skapa motivation för deltagande i detta arbete. Avsikten med rapporten är att ge tillräcklig information och kunskap om metoden så att den kan användas av aktörer inom arbetsmiljöområdet. Exempel ges också från tillämpningar av metoden. För att underlätta bedömningen av i vilka situationer Bildredigering kan vara lämplig för att stärka motivation för och integration av arbetsmiljöarbete analyseras metoden i relation till ett tidigare utvecklat redskap. Slutsatser från rapporten är att Bildredigering är en lämplig metod för att göra lättillgängliga illustrationer av förändringar i befintliga miljöer, men också för att visualisera information om arbetsmiljöförhållanden utifrån t.ex. föreskrifter. Bildredigering stöder också ett flertal av de egenskaper som tidigare identifierats som viktiga för att skapa motivation för arbetsmiljöarbete. Samtidigt är det viktigt att metoden genomförs på ett sådant sätt att dessa egenskaper gynnas, dvs. ett interaktivt och konsultativt arbetssätt. Framför allt har Bildredigering egenskaper som bidrar till att involvera anställda och chefer i diskussioner om arbetsförhållanden, arbetsmiljöfrågor och arbetsmiljöarbete.

    Abstract [en]

    The article originates from research in interaction between researchers and companies in a network, which has led to an increasing awareness among managers on issues such as reasons behind difficulties in attracting competent labor. Particularly, attention has been directed toward the importance of work environment improvements that increase the attractivity of industrial work. To deal with such challenges, for more than 5 years a number of small engineering companies, with research support, have been engaged in change processes based on the concept of attractive work. The purpose of the article is to develop knowledge and understanding for how small engineering companies can create more attractive work. One goal is to make it possible to draw conclusions about the employees’ experiences of changes in the attractivity of industrial work. Efforts in this direction have been conducted through work environment assessments (before and after the changes) and through administration of a questionnaire. The results show that it is possible to analyze how employees experience changes in the attractivity of work. This is most interesting from the perspective that the results can be used for assisting further improvements.

    Syftet med rapporten är att göra en beskrivning av vad som avses med begreppet Moveit i ett sammanhang av arbetsmiljöinriktade förändringsprocesser. Med utgångspunkt i tidigare forskning och litteratur samt egna erfarenheter analyseras viktiga förutsättningar för motivation och engagemang i arbetsmiljöarbete. Exempel ges på redan existerande metoder som har en potentiell motivations- och engagemangsskapande effekt, d v s en ”Moveit-effekt” avseende arbetsmiljö-arbete på arbetsplatser. Moveit har sitt ursprung i ett uppfattat behov av en strategi för hur motivation och engagemang för arbetsmiljöarbete kan skapas genom användning av olika metoder. En betydande del av den strategi som Moveit utgör bygger på särskilda egenskaper som framstått som viktiga för motivation och engagemang för arbets-miljöarbete. En utgångspunkt är ett uppfattat behov av att skapa motivation och engagemang för arbetsmiljöarbete på arbetsplatser. I en del fall kan det handla om chefer som upplever ett behov av att skapa bättre arbetsmiljöer, men har svårt att få med sig de anställda i förändringsarbetet. I andra fall kan det vara företagsledningen som behöver få vägledning i hur arbetsmiljöarbetet kan initieras på ett sådant sätt att motivation och engagemang kan skapas och stärkas inför ett mer kontinuerligt för-bättringsarbete. Det förekommer också att arbetsgivare behöver mer insikt i och ett större intresse för arbetsmiljöfrågor, för att de anställda ska få möjlighet att an-vända sig av sina idéer och förslag på förbättringar. Rapporten, som är ett resultat av ett delprojekt inom ramen för tema SMARTA vid Arbetslivsinstitutet, har utmynnat i sex egenskaper som utgör ett viktigt innehåll i Moveit-metoder i ett sammanhang av arbetsmiljöinriktade förändringsprocesser. Dessa egenskaper omfattar interaktivitet, förändringskompetens, arbetsmiljökunskap, handlingsutrymme, systematik samt integrerbarhet.

Arbetslivsrapport, Arbetslivsinstitutet, Stockholm. Den här rapporterade studien behandlar behovet av att skapa motivation och engagemang för arbetsmiljöarbete. Studien utgår från frågan om utvecklade och spridda metoder för arbetsmiljöarbete fungerar i bemärkelsen att de inte bara leder till arbetsmiljöförbättringar, utan också om de medför en ökad motivation för arbetsmiljöarbete hos deltagarna. För att kunna behandla sådana frågor är det dock nödvändigt med en förståelse för motivation och dess förutsättningar i sammanhang av arbetsmiljöarbete. Studien har haft två syften. Ett första syfte har varit att skapa en förståelse för motivationens roll i arbetsmiljöarbete och utifrån motivationsteori beskriva och analysera förutsättningar för motivation. Ett andra syfte var att föra ett resonemang om möjligheten att med hjälp av ett frågeformulär mäta potentiella förändringar i motivation för arbetsmiljöarbete. Motivation för arbetsmiljöarbete kan påverkas av dels att förändringsarbete skapar nya förutsättningar för arbetet, dels av hur förändringsarbetet organiseras. Deltagande i aktiviteter inom arbetsmiljöområdet har visats leda till ytterligare motivation. En orsak kan vara att individer som deltar i sådana aktiviteter erhåller positiv uppmärksamhet och olika former av belöningar, erkänsla och uppmuntran, vilket motiverar dem att utföra ytterligare aktiviteter. Samtidigt har det visats att ett gott säkerhetsklimat på en arbetsplats ger högre motivation. Högre motivation leder till högre deltagande i arbetsmiljöarbetet, dvs. att individen i högre utsträckning väljer att delta i att skapa en säkrare miljö. Det finns ett flertal etablerade metoder för att mäta motivation för arbete. Det finns dock mindre forskning och färre instrument för att mäta motivation för arbetsmiljöarbete. I studien utvecklades ett frågeformulär, som bygger på att respondenten svarar utifrån tre perspektiv: den egna synen, synen på arbetskamraternas och synen på ledningens intresse, ansvar, delaktighet i arbetsmiljöarbetet. I den tidigare forskningen finns stöd för denna uppdelning, dock tydligast när det gäller den egna synen och synen på ledningen. Ett antal faktorer har identifierats som kan stärka frågeformulärets validitet. Fortsatt utveckling av formuläret är därför aktuellt. Tidigare studier har visat att uppföljningar av åtgärder på arbetsmiljöområdet sällan följs upp och att effekterna inte utvärderats. Att mäta motivation till följd av arbetsmiljöinriktade aktiviteter är ett bidrag till möjligheterna att göra sådana utvärderingar och uppföljningar. Det finns ett intresse både från forskarhåll, från FHV-företag och från företag och arbetsplatser att genomföra mätningar av de anställdas motivation för arbetsmiljöarbete.

    The purpose with this paper is to critically examine a content model of attractive work, based on a theoretical overview of attraction research in the fields of recruitment, of retention, and of employee commitment. Theories used within attraction research are reviewed and summarized with emphasis on what can be learned from each theory, and on factors or aspects that have received empirical support. A content model of attractive work, aiming at providing an overall picture of the dimensions and qualities contributing to attraction is examined against the factors or aspects identified in the theories. The examination focuses on the level of correspondence between the model and the theories, but also on aspects or processes presented in the theories that are not included in the content model, and therefore provide opportunities for improvement of the model. A conclusion is that the content model of attractive work gives an overall picture of dimensions and qualities that contribute to make a work attractive, but, there are still factors relevant for work attraction that the model does not explicitly describe.
