    Abstract [sv]

    Uppsatsen har som syfte att beskriva relationen mellan den svenska militära underrättelsetjänsten och beslutsfattare på politisk nivå. Utgående från Samuel Huntingtons och Morris Janowitz teorier om civil-militära relationer studerar jag 1974 och 1996 års underrättelseutredningar för att genom en jämförelse av dessa försöka beskriva relationen utifrån teorins etablerade begrepp imperatives och control, i denna studie översatta till fordringar och kontroll.

    Studien genomförs som en kvalitativ innehållsanalys och dokumentstudie. Analysen av hur utredningarna beskriver den svenska militära underrättelsetjänsten tjänar som underlag för att beskriva relationen mellan beslutsfattare och underrättelsetjänst och hur denna utvecklats.

    Slutsatserna visar att det sedan mitten av 1970-talet råder en uttalad och tämligen oförändrad syn på att det är de funktionella fordringarna som styr den militära underrättelsetjänsten. Med en förändrad säkerhetspolitisk situation har den militära underrättelsetjänsten fått en viktigare roll och ökat inflytande i den politiska processen samtidigt som den politiska sidans syn på behov av kontroll och insyn i underrättelsetjänsten har ökat. Underrättelsetjänstens autonomi visavi beslutsfattarna kan sägas ha minskat.

    Uppsatsen undersökte genom en kvalitativ intervjustudie hur 6 grundskolelärare såg på sin yrkesroll till följd av de många förändringar som politikerna har infört för denna tjänstemannakår. Detta grundade sig på det handlingsutrymme som de besitter i egenskap av närbyråkrater, till följd av den politiska nivåns målstyrning och att det ur legitimitetshänseende kan anses bidra till demokratins svarta hål. Regeringen diskuterar om de befintliga styrmodellerna ska bytas ut, vilket gjorde det intressant att studera lärarkåren.

    Uppsatsens syfte var att undersöka om, och i sådana fall på vilket sätt, lärares förhållningssätt till sin roll som offentliga tjänstemän har förändrats det senaste decenniet. Uppsatsens frågeställningar utgjordes av: Hur ser lärarna på sin roll som offentlig tjänsteman, anser de att den har förändrats över tid, och i så fall på vilket sätt? I vilka situationer uppfattar lärarna föräldrarnas dubbla brukarroll som försvårande för den egna yrkesrollen? Vilken eller vilka modeller för den offentliga verksamhetens organisering för legitimitet framkommer mest tydligt i lärarnas berättelser?

    Resultatet visade på att flertalet av respondenterna inte såg sig som offentliga tjänstemän, men att rollen hade förändrats över tid och även arbetsbördans omfattning. Den dubbla brukarroll som föräldrarna besitter, kunde medföra vissa svårigheter för lärarnas yrkesutövande om de inte samarbetade och var engagerade i barnens kunskapsutveckling. Det förekommer även andra faktorer som sågs som försvårande, såsom ekonomiska förutsättningar och situationer när olika förväntningar och krav kolliderar. De modeller för organisering som var närvarande i skolan utgjordes av den byråkratiska modellen, den professionella modellen och den brukarorienterade modellen.

    Undersökningen visade även på den viktig funktion som lärarna besitter dels för att utbilda samhällets framtid, barnen, och dels för att uppnå medborgarnas förtroende och därmed legitimitet för den demokratiska grund som samhället vilar på.

    Bad or even worse: Exploring the critical decisions of Japan in 1940 and 1941, in the light of contemporary neoclassical realism2017Student paper second term, 5 credits / 7,5 HE creditsStudent thesis
    Abstract [en]

    Several contemporary theories in the neo-realist corpus, modifies earlier assumptions about unit level behavior. The explanatory value of these theories has to be tested. The aim of this research, was to test the explanatory value of Davide Fiammenghis theory about the security curve, and Nuno P. Monteiros theory about unipolarity. In order to test the theories, a case study was designed where Japans aggression against the USA in 1941, was used as a least-likely case. Inspired by the idea from neo-classical realism, that the perceptions of decisions makers can vary considerably from real conditions, I used primary sources to study the perceptions and calculations inside the Japanese government. Three critical foreign policy decisions, made by the Japanese government in 1940 and 1941 were analyzed. Fimmenghis theory were first rejected, yet when it was modified to fit the condition of asymmetric economic dependence, it fit well the data. The study also indicated, that Monteiros theory can explain state behavior, if a state anticipates that it could end up in unipolar, international system.

    Abstract [en]

    The purpose of this essay is to describe what characterizes young people´s vision on the subject of political engagement. As a part of that the author wants to investigate whether young adults regard political parties and organizations as relevant platforms to engage within. The essay conducts a quantitative group interview based on young adults between the ages of 18-29 as respondents, whom all are residents of the town Borlänge.

    In this essay the author describes a number of reasons as explanatory for the changes in political commitment regarding political trends, changes in community involvement, the effects of socialization, the effects of schools and economic factors.

    In the conclusions the author clarifies that young adults are as much part of political life today, but in other forms than before, which contradicts the theory on lack of political engagement in the society. Though, political parties are no longer as relevant platforms as they used to be a couple of decades ago.

    The purpose of this thesis is to study how three Swedish authorities use advocacy in their

    activities. The thesis examines what type of advocacy activities that occur in the authorities

    and the change that has taken place between 2009-2016. Comparisons over time are

    possible as this study follows up a previous thesis which was based on the same definition

    of advocacy.

    Authorities' work with avocacy is a relatively unexplored area, wherefore the

    study primarily draws on interviews conducted with the three elected authorities:

    Energimyndigheten, Försäkringskassan and Havs- och vattenmyndigheten. The collected

    material is processed qualitatively using a broad definition of the concept of advocacy and

    a framework which identifies four types of advocacy.

    Abstract [en]

    The purpose of this essay is to examine which perspective that dominates the political debates surrounding equality and diversity in Sweden.

    The theoretical framework used consists of three ideal types. These are the intersectional perspective, the cultural perspective and the white middle feminism class perspective.

    Operationalizing the theoretical framework with idealtypes, using Benford and

    Snowś first two principles in their frame analysis framework, which is the diagnostic and prognostic, as a method, I study the biggest political parties in Sweden due to their legislation and influence power within the field of equality and diversity.

    The analysis of the study shows that the culture perspective is dominating all the chosen debates, though it also shows that some political parties takes a more passive participation. The white middle class perspective is also visible in two of the three chosen debates, and the intersectional perspective is merely shown in two debates.

The article should serve as information starting point for further analyses and detailed evaluation of this measure.

    Abstract [en]

    This book aims to apply the Varieties of Capitalism approach developed by Hall and Soskice (2001) to the case of the Czech Republic and ascertain whether the Czech market economy is approaching a liberal or a coordinated ideal type defined by these authors. At the same time, such findings might provide an answer to whether the Varieties of Capitalism approach designed for advanced industrialized economies is fully applicable for analysis of a post-socialist country that underwent a complicated process of economic and institutional transformation. The book is highly recommended to all readers who are interested in new institutionalism, especially actor-centered one, and in contemporary situation in the Czech Republic in five fields analyzed by the Varieties of Capitalism approach - an industrial relations sphere, a vocational training and education sphere, a corporate governance sphere, an employees' sphere, and an inter-firm relations sphere.

    Modern capitalism is not singular. There are varieties of capitalism in the contemporary world. The paper aims to apply the Varieties of Capitalism approach developed by Hall and Soskice (2001) to the case of the Czech Republic and ascertain whether the Czech market economy is approaching a liberal or a coordinated ideal type defined by these authors. At the same time, such findings might provide an answer to whether the Varieties of Capitalism approach designed for advanced industrialized economies is fully applicable for analysis of a post socialist country that underwent a complicated process of economic and institutional transformation.

    Balancing Power in the Middle East: A study of the purposes and effectiveness of the Iran Sanctions2017Independent thesis Basic level (degree of Bachelor), 10 credits / 15 HE creditsStudent thesis
    Abstract [en]

    This study has two main purposes; to study the reasons of why sanctions were imposed on Iran, and evaluating the success of the sanctions. The study suggests that the disclosure of the Iranian nuclear program had consequences on the power balance in the Middle East, with Iran imposing a threat to regional neighbours and worrying the international community, leading to the United Nations Security Council imposing heavy sanctions on Iran in 2006. The study aims to study why sanctions were imposed on Iran and argues that the reasons can be derived from the theories of

    balance of powerand logic of choice, suggesting that sanctions were the best available foreignpolicy tool for the international community to use as a means to balance Iran’s power ambitions. Secondly, the study aims to provide a new perspective to the debate on sanctions that historically has been stating that sanctions do not work, which contradicts policy makers’ frequent choice to use them. This study shows that sanctions have been successful to a certain extent in the case of Iran, explaining some of the reasons for the success. These reasons are explained by a theoretical framework, weighing the three purposes of sanctions; coercion, constraining and signallingagainst conditions for success such as significant levels of pre-sanction trade, psychological factors, democracy, and clearly defined sanction goals. The study concludes that Iran beingcompletely blocked from the international market, causing an economic decline mainly affecting the middle class, in combination with the election of the West-friendly president Rouhani has been some of the main reasons for the sanctions’ success.

    Abstract [en]

    The research investigates in what extent and how communication for meeting feelings is provided in Truth Commission work. It examines if and in what way feelings are addressed in the communication officially published by the Truth Commissions in East Timor, Ghana and Sri Lanka, occurring between 2002-2011. The research is also looking at the healing processes in a time perspective to find out if there is a communication for Societal healing to be continued in a longer term. My conclusion is that two cases of three in my research, the TRCs in Ghana and East Timor, have communication clearly directed to meet feelings caused by the war. One of the three cases (East Timor) has a communication with a clear ambition to heal over a longer period, to continue after the existence of the Truth Commission. The research suggests that communication with a clear ambition to reach out widely in the society, a communication directed to meet and process feelings over a longer period, can make Societal healing more effective. It also concludes that, in the future, Societal healing, as a field in conflict resolution, will be more based on representational media than today, provided through web communication.

    Hogskolan Dalarna har antagit en ny vision (2016-2019) med fokus pa bland annat studentaktiva och kollaborativa undervisningsformer. I visionen poangteras att sadana former omskapas och utforskas for nasta generations larande och forskning. En ambition ar att visionen ska overga till en realitet. Som ett bidrag till denna process har en grupp for pedagogisk utveckling tillsatts dar olika akademier ar representerade. Som en del i detta har projektet ”Aktivt och kollaborativt larande –undervisningsformer och larmiljoer” inletts. Projektet kommer att paga under hosten 2015 till och med hosten 2016 och syftar till att oka kunskap och framja samverkan om aktivt och kollaborativt larande och dess koppling till pedagogisk utveckling. Gruppen utgar fran iden om att aktivt och kollaborativt larande innebar att studenten aktivt och sjalvstandigt tillagnar sig nya kunskaper och fardigheter (enskilt eller i grupp). Larandet ses saledes inte framst som en individuell process utan som en social process som bygger pa samarbete. Aktivt och kollaborativt larande paverkar alltsa sjalvklart och i hogsta grad universitetslarares arbetsmiljoer.

    Projektet tar sin utgangspunkt i en omvarldsanalys gallande denna typ av undervisningsformer samt av tidigare ideer och erfarenheter inom omradet, bade utom och inom Hogskolan Dalarna. Initialt kommer projektet fokusera pa att kartlagga och utvardera undervisningsformer, larmiljoer och lararroller kring aktivt och kollaborativt larande (bade som campus- och natbaserad). Kartlaggning och utvardering kommer att ske:

    - genom att folja upp och sprida tidigare projekt (projekt som genomforts sedan 2010 av kollegiet vid Hogskolan Dalarna med fokus pa natbaserad undervisning) som ar relevanta for omradet;

    - genom intervjuer med larare och studenter kring hur de arbetar med och vad de har for erfarenheter av aktivt och kollaborativt larande;

    - genom att studera ett urval av nationella och internationella initiativ pa omradet.

    Syftet ar darefter att ta fram och sprida forslag pa undervisningsformer inom det aktiva och

    kollaborativa larandet och pa sa satt stimulera den pedagogiska utvecklingen gemensamt over de olika akademierna. Detta kommer att ske i olika former som exempelvis gemensamma workshops och seminarier.

    This case study examines the immigrant group of global nomads who live, or have

    lived, in London, with specific focus on how they are able to operate outside the UK

    state’s political system, and if this challenges the concept of the system of state

    politics. The study uses textual analyses of multiple identities, as well as social

    identity theory and constructivist theory, to explain how global nomads can deflect

    political conflict such as immigrant discrimination as perpetrated by the state, and can

    choose not to interact with the political system unless necessary.

    Global nomads in London are scrutinised through first hand accounts provided

    in interviews cited in literature, and through literature dedicated to different types of

    global nomads who share common traits despite some differences. The UK

    government’s stance, during the past fifteen years, is analysed and is considered to be

    a potential source of conflict towards immigrants including the global nomads. The

    research finds that global nomads can live in London choosing not to interact with the

    political system because of their multicultural understanding, fluid identity and

    professional status, and temporary residential status, and therefore finds that the

    concept of the system of state politics is being challenged.

    Abstract [en]

    The school is often emphasized as the societal institution with a universal mandate for promoting democratic values such as tolerance among the younger generation. This study explores the role of a positive school context for tolerance among Swedish students between 14 and 20 years old, simultaneously taking into account competing explanations such as social networks and personal traits. Results show that factors at the school level are associated with tolerance. However, socioeconomic factors and social networks tend to play a more important role. The study concludes by drawing attention to the role of schools as inclusive communities for students from different ethnical and social backgrounds.

    In contribution to current debates on the changing roles and responsibilities of civil society in welfare state arrangements, I examined the participation of various types of civil society organizations in national welfare policymaking in Sweden between 1958 and 2012. Drawing upon an extensive dataset of over 1400 civil society, state, and for-profit organizations, I tested three claims related to the role and responsibility of civil society in the governance of welfare: the changing balance between corporatist and welfare organizations, the shift from voice to service, and another shift from nonprofit organizations to FPOs. My results revealed weak but emerging trends aligned with changing patterns of corporatism and the marketization of Sweden’s welfare system. However, support for any shift from voice to service remains uncertain.

    School is often ranked highly among social agents that are central to the development of various citizenship values and norms in younger members of society. In this paper, we examined the impact of two dimensions of school climate on changes in social trust among adolescents over time, namely relationships and safety. Using a series of latent change models on 3-wave panel data concerning roughly 850 Swedish adolescents aged 13 to 28 years, we found that experiences of victimization in school mattered most in predicting changes in social trust across 3 time points, when relevant demographic factors and other aspects of the school climate were controlled. In particular, social trust declined most among adolescents who experienced more victimization at school.

    During the Syrian conflict the number of European Foreign Fighters has increased exponentially and has become an ever-growing concern for European policymakers. This phenomenon presents host of major security challenges for European policymakers and governments. Among European countries, France provides the highest number of citizens who have gone to Syria to fight against Assad´s regime. The French authorities have estimated that by mid-2014, over 700 French citizens have left France and travelled to Syria to fight. Historically France has had a relationship with Syria which started with its role as a border-drawing colonial power. Grounded in a framework of realism, that emphasizes nation-states as the primary actor within the international system, the analysis concentrates on the role of France´s foreign policy on the Syria as push factor for terrorism and radicalization. This paper attempts to determinate a specific correlation between the policy that France has been conducting towards Syria between 2000 and 2015, and the phenomenon of French Foreign Fighters. Findings suggest that France´s foreign policy towards Syria is the main root cause of the French Foreign Fighters phenomenon.

    Abstract [en]

    The purpose of this case study is to examine the relationship between human security and national security in the contemporary case of Boko Haram and the Nigerian state. Qualitative content analysis of official and cultural documents is used to survey the security scenario in Nigeria. The research shows that the Nigerian population is facing double sources of threat; non-state actor Boko Haram threatens human security across Nigeria whilst Nigerian state agents fight Boko Haram at the expense of human security. The results confirm the main preconditions suggested by the Welsh School; security threats are best understood at the intrastate level, and the state as a source of threat rather than the provider of security. Human insecurity seems to be Boko Haram’s method to achieve its national objective, and Boko Haram gaining control over territory in northern Nigeria certifies that national security is a function of human security. This supports the Welsh School’s understanding of security.

    Abstract [en]

    This case study examines Venezuelan democracy in the 20th century, with specific focus on the democratic regime originating in the pact of Punto Fijo during the transition to democracy in 1958. The aim of the study is to examine its downfall and try to determine its cause. The study uses both structural and agency-based theories to try to explain the breakdown, namely transition theory, consolidation theory as well as the resource curse thesis.

    Venezuela’s democratic development is then described, including specific focus on the oil economy and the parties that initiated the pact, from the early 20th century to 1993, when the first president from outside of the pact was elected.

    The analysis shows two major determinants in explaining the breakdown. Firstly an economy too reliant on extensive oil revenues, which could not handle the downturn in oil prices of the 1980s. Secondly a party system that limited political participation to voting, hindered the forming of organizations and ignored demands of decentralization. Conclusively the study points to the risks associated with state control of natural resources and with party elites gaining too much power.

    This paper looks at changing emancipative and secular values amongst those under 29 in Sweden. The aims of this paper are to explore the relationship between globalization, post-materialism and changing values. This is done through a cross-sectional design with case study elements. The survey data is collected from the World Value Surveys and the study uses theories on post-materialism and globalization to try to explain the causes for the shift in values and the importance of cultural insecurity. The case of Sweden is used as it is extreme in terms of post-materialism. The political landscape in Sweden is described, and the dominance of post-materialist values in society. Spearmans rho correlation is used to test the relationships between the variables chosen to represent economic and cultural insecurity, and emancipative and secular values. The results show that cultural insecurity has a greater effect on emancipative and secular values than economic insecurity and that those who were more insecure held lower emancipative values, but higher secular values. This, it was argued, is due to post-materialism being multi-dimensional and able to create illiberal values in the face of cultural insecurity. The correlations were however weak, and further research is needed to understand the shift in values better.

    Syftet med denna uppsats är att utifrån ett konstruktivistiskt förhållningsätt

    undersöka hur EU:s migrationspolitik utvecklats och förändrats under tidsperioden

    1999-2014. Uppsatsskrivaren gör således inget anspråk på att förklara hela EU:s

    migrationspolitik utifrån något helhetsperspektiv, utan väljer att enbart belysa en

    aspekt eller ”utsnitt” av det undersökta problemområdet. Med den textanalytiska

    metoden diskursanalys lyckas jag kartlägga tre diskurser i det för uppsatsen

    strategiskt utvalda material som består av EU:s flerårsprogram inom området

    ”Frihet, säkerhet och rättvisa” samt den utredningstext som producerades efter

    båttragedin utanför den italienska ön Lampedusa 2013. Genom att dela upp

    analysen i årskronologisk ordning skildras hur diskursernas utrymme och innehåll

    förändrats under den undersökta tidsperioden. Uppsatsens teoretiska ramverk

    utgörs av Köpenhamnsskolans säkerhetiseringsteori samt av en kombination av

    universalistiska principer och konceptet ”human rightisation”. Det teoretiska

    ramverket fungerar som studiens analytiska linser vilket sedermera

    operationaliseras och sammanfogas med diskursanalysens metodologiska

    utgångspunkter i ett analytiskt ramverk. Utifrån den empiriska analysen dras

    sedan uppsatsens huvudsakliga slutsats som beskriver ett EU vars

    migrationspolitik gått mot att bli alltmer säkerhetsorienterad och negativ mot

    migranter, med mindre fokus på universalism och mänskliga rättigheter, och med

    en tydligare unionscentrerad partikularism.

    Swedish rural municipalities has since the end of the eighteenth century experienced an constant population decline, with an much higher intensity than in many other Western countries. Many observers have concluded that is a consequence of the Swedish government’s disinterest in rural development. With the European Union accession of Sweden in year 1995 more attention was given to the issue, when the Swedish rural policy became interwoven into the EU’s Regional policy and its structural funds. This was a door-opener for the rural municipalities into a unique financial aid opportunity. The aim of this essay is to provide empirical contributions to the understanding of how Älvdalen municipality as a representative case of a Swedish rural municipality works with the EU’s structural funds. In order to expand our understanding, the essay draws upon the ideal types of government and governance. The method of this study is a qualitative case study and the material for the study consists of 8 interviews with central people in the policy process. The empirical investigation shows that due to the resource and competence deficiency that exists in the municipality, they hold a disadvantaged position in the policy process. Furthermore exercises the national level still a crucial role in the policy process.

    Abstract [en]

    New Public Management (NPM) is an umbrella term over a number of processes for management and steering of the public sector. In Sweden NPM was implemented stepwised in the public administration during the 1980s and forward. This paper aims to study the implementation of NPM in the Swedish public administration. The research object of this paper is the Swedish authority Försäkringskassan and the purpose is to examine their implementation of processes of management and steering that can be traced to NPM and whether the administrators believes that the processes has an effect of their relationship to the citizens. Försäkringskassan is one of the largest authoritys in Sweden whit approximately 13500 employees and is one of Swedens most important welfare producers. Through a qualitative study consisting of document studies and interviews examined the research problem. The interviews were conducted in one of Försäkringskassans office in a city in Sweden. The respondents of the interviews were administrators of parental insurance. The document studies presented that Försäkringskassan is an authority that carried out several major reorganizations since year 2003. From 2003 Försäkringskassan has worked with a balanced scorecard, performance management, performance measurement and they had also standardized the law application. The scorecard has since become increasingly detailed for group units as well as individual units. In 2013 Försäkringskassan replaced the balanced scorecard whit a new management structure called LEAN. Something that has become more prominent from 2003 and forward is the way to describe the citizens as customers. In the interviews the respondents testified about the increase of the performance management and the performance measurement, they also mentioned that the authority renamed the citizens to customers and that the authority became more flexible. Although the administrators testify that the use of the customer concept is problematic they don’t think it affects their relationship to the citizens.

    Denna uppsats handlar om media och dess roll i ett demokratiskt samhälle med det uttalade syftet att kartlägga rapporteringen gällande EU-valet 2009 och förklara hur rapporteringen ser ut utifrån ett demokratiskt aktörsperspektiv. Vi har granskat två kvällstidningar i en kvantitativ undersökning och kategoriserat in resultaten i ett demokratiteoretiskt ramverk. Vår studie visar att det blivit en koncentration av journalistikdriven rapportering där politiker och medborgare sällan får uttrycka sina ståndpunkter.

    Uppsatsen har som syfte att undersöka förändringen i användningen av begrepp kopplade till partiet Feministiskt initiativ mellan riksdagsvalet år 2010 och år 2014 hos de sittande riksdagspartierna. Utifrån detta syftar uppsatsen även till att undersöka huruvida det går att utläsa mönster i den eventuella förändringen med utgångspunkt i deras placering i det politiska spektrumet. Studiens primärkällor är valmanifest, valaffischer samt almedalstalen från de nuvarande sittande riksdagspartierna.

    Dessa källor har bearbetats utifrån en kvantitativ deskriptiv innehållsanalys (almedalstal samt valmanifest), deskriptiv kvalitativ innehållsanalys (valaffischerna) samt en kvalitativ innehållsanalys (valmanifesten). Resultaten från dessa analyser har studerats utifrån Bonnie Meguids teori kring etablerade partiers möjlighet att påverka framgången hos nischade partier, samt Anthony Down’s teori som syftar till att förklara varför partier väljer att vara flexibla gentemot åsikts-strömningar, även om åsikten tidigare inte varit en fokusfråga hos partiet.

    Slutsatserna visar att det finns en påverkan på alla nuvarande sittande riksdagspartier utom Moderaterna, och att det inte går att utläsa något mönster på partiernas anpassning till Feministiskt initiativ utifrån politisk färg. Majoriteten av de undersökta partierna har valt ett följsamt förhållningssätt till Feministiskt initiativ, vilket innebär att de valt att anamma de frågor som Feministiskt initiativ lyfter.

    Denna avhandling tar sin utgångspunkt i ett ifrågasättande av effektiviteten i EU:s konditionalitetspolitik avseende minoritetsrättigheter. Baserat på den rationalistiska teoretiska modellen, External Incentives Model of Governance, syftar denna hypotesprövande avhandling till att förklara om tidsavståndet på det potentiella EU medlemskapet påverkar lagstiftningsnivån avseende minoritetsspråksrättigheter. Mätningen av nivån på lagstiftningen avseende minoritetsspråksrättigheter begränsas till att omfatta icke-diskriminering, användning av minoritetsspråk i officiella sammanhang samt minoriteters språkliga rättigheter i utbildningen. Metodologiskt används ett jämförande angreppssätt både avseende tidsramen för studien, som sträcker sig mellan 2003 och 2010, men även avseende urvalet av stater. På basis av det \"mest lika systemet\" kategoriseras staterna i tre grupper efter deras olika tidsavstånd från det potentiella EU medlemskapet. Hypotesen som prövas är följande: ju kortare tidsavstånd till det potentiella EU medlemskapet desto större sannolikhet att staternas lagstiftningsnivå inom de tre områden som studeras har utvecklats till en hög nivå. Studien visar att hypotesen endast bekräftas delvis. Resultaten avseende icke-diskriminering visar att sambandet mellan tidsavståndet och nivån på lagstiftningen har ökat markant under den undersökta tidsperioden. Detta samband har endast stärkts mellan kategorin av stater som ligger tidsmässigt längst bort ett potentiellt EU medlemskap och de två kategorier som ligger närmare respektive närmast ett potentiellt EU medlemskap. Resultaten avseende användning av minoritetsspråk i officiella sammanhang och minoriteters språkliga rättigheter i utbildningen visar inget respektive nästan inget samband mellan tidsavståndet och utvecklingen på lagstiftningen mellan 2003 och 2010.

    Uppsatsen har som syfte att undersöka relationen mellan förvaltningen och politiken vad gäller beslutsfattande på kommunal nivå. Mer precist handlar studien om att få en djupare förståelse om på vilket sätt fritidspolitiker i Söderhamns barn- och utbildningsnämnd själva ser på sin roll gentemot tjänstemännen i beslutsprocessen. Studien genomfördes med hjälp av kvalitativa semi-strukturerade intervjuer och de skedde med fritidspolitiker i Söderhamns barn- och utbildningsnämnd. Den teoretiska utgångspunkten utgick från medborgarnas representanter och förbindelsen mellan politiker och tjänstemän. Erfa-rapporten från 2013 om hur samarbete organiseras mellan politiker och tjänstemän var betydande i denna studie. I denna rapport belyses det tre dilemman som kan råda mellan politiker och tjänstemän, rapporten gavs även en teoretisk inramning vilket blev centralt för denna studie. Rolldilemman, relationsdilemman och helhetsdilemman används för att analysera resultaten från intervjuerna. Studien visar att fritidspolitikerna i Söderhamns barn- och utbildningsnämnd såg sig själva som beslutsfattare medan tjänstemännen är de som genomför besluten. För att kunna uppfylla den politiska rollen och dess förpliktelser krävdes tjänstemännens expertis. Fritidspolitikernas roll gentemot tjänstemännen i beslutsprocessen bygger på att kunna lita och ha förtroende för dem. I studien framkom fritidspolitikernas upplevelser om hur en relation gentemot tjänstemännen i en beslutsprocess bör förefalla. Fritidspolitikernas kommunikation gentemot tjänstemän ansågs inte som otydlig utan som bra, den otydlighet som kunde förekomma kunde ses utifrån ett medborgareperspektiv.

    Presidents and Cabinets: Coordinating Executive Leadership in Premier-Presidential Regimes2019In: Political Studies Review, ISSN 1478-9299, E-ISSN 1478-9302Article in journal (Refereed)
    Abstract [en]

    A key factor of semi-presidential regimes is power-sharing mechanisms between president and government. Influenced by Shugart and Carey’s seminal work on premier-presidential regimes, this article addresses intra-executive dynamics in light of recent scholarship on the risks and consequences associated with conflict and cooperation between the president and the cabinet. Through an in-depth comparison of three premier-presidential systems with broadly similar constitutional designs, Finland, Lithuania, and Romania, it forces us to reconsider how coordination mechanisms and political context shape presidential influence. Absent of a working constitutional division of labour and established modes of intra-executive coordination, presidents are more likely to use alternative channels of influence – such as the strategy of ‘going public’ or direct contacts with political parties, the legislature, or civil society stakeholders – and to intervene in questions falling under the competence of the government. Lack of institutionalized coordination also benefits the presidents as they hold the initiative regarding cooperation between the two executives.

    Semi-Presidential Policy-Making in Europe: Executive Coordination and Political Leadeship2020Book (Refereed)
    Abstract [en]

    This book explores how power-sharing between the president and the prime minister works in semi-presidential regimes. In contrast to much of the existing comparative work on semi-presidentialism, the book emphasizes the role of institutional coordination at the most concrete level of executive policy-making, and asks how institutional coordination between the president and prime minister influences presidential activism and the balance of power within the executive. The authors develop a tentative framework embedded in institutionalism and based on four strands of research – semi-presidentialism, public administration, political leadership, and foreign policy analysis – which is subsequently applied to the cases of Lithuania, Romania and Finland. Given the political challenges facing many semi-presidential countries, the study ultimately seeks to identify institutional solutions that facilitate power-sharing and successful policy-making.

    Shifting Power-Centers of Semi-Presidentialism: Exploring Executive Coordination in Lithuania2017In: Government and Opposition, ISSN 0017-257X, E-ISSN 1477-7053Article in journal (Refereed)
    Abstract [en]

    Despite more than two decades of research on semi-presidential regimes, we still know very little about the actual coordination between the president and the prime minister. Through an in-depth analysis of Lithuanian semi-presidentialism, this paper underscores the importance of institutional design on intra-executive balance of power. It argues that absent of written rules or otherwise strong norms guiding intra-executive coordination, presidents enjoy more discretion in designing their own modes of operation. Coordination depends on the initiative of the president, with ad hoc practices further weakening the position of the prime minister. While Lithuanian semi-presidentialism has functioned by and large smoothly, the personality-centred politics commonly found in Central and East European countries creates favourable conditions for presidential activism.
