    Allt eftersom professionen tar allt större plats på den politiska arenan förändras politikernas roll vilket kan åsidosätta de demokratiska aspekterna. I studien tar vi oss an socialsekreteraren och åskådliggör dess komplexa yrkesroll i en politiskt styrd organisation vilket bidrar till svårigheter när beslut om LVU skall fattas. För att uppnå detta har kvantitativ metod i form av enkätfrågor använts. Resultatet visar att både politiker och tjänstemän har en hög tilltro till socialsekreterarens roll och dess beslutsfattande inom LVU. Socialsekreteraren anser att det är de som har inflytandet över och tar det avgörande besluten om LVU vilket även förstås då återremitteringar sällan sker.

    Abstract [sv]

    Regeringens styrning av sin förvaltning är en fråga som över tid varit i fokus för den förvaltningspolitiska forskningen. Uppsatsen har för avsikt att närmare undersöka en eventuell variation i regeringens styrning av Polisen under 2012-2018 genom att studera politiska dokument; förordning med instruktion, regleringsbrev och tillkommande regeringsbeslut. 2015 ombildades Polisen där regeringen valde en fortsatt styrning med ny ledningsform, enrådsmyndighet. Med grund i det teoretiska ramverket med fokus på New Public Management och governance undersöks även på vilket sätt styrningen kan sättas i relation till den valda ledningsformen och om det går att iaktta en förflyttning mot en mindre detaljerad styrning under den period regeringen har valt att styra Polismyndigheten genom enrådsmyndighet. Undersökningen präglas av en textanalytisk metod där genomförandet med utgångspunkt i analysverktyget kombineras dels med en kvantitativ utformning dels med en mer fördjupad kvalitativ inriktning. Med grund i empirin och den valda teorin visar undersökningen att regeringens styrning av Polisen under 2012-2018 i större utsträckning speglar en rik variation än kontinuitet över tid och att det därför inte går att iaktta några varaktiga tendenser. Vidare går det inte utläsa några styrningstendenser som specifikt kan återknytas till regeringens val av ledningsform, vare sig för Rikspolisstyrelsen eller för Polismyndigheten. Avslutningsvis genererar undersökningen även slutsatsen att det inte går iaktta en förflyttning mot en mindre detaljerad styrning under den period regeringen har valt att styra Polismyndigheten genom ledningsformen en-rådsmyndighet. I sammanhanget bör särskild uppmärksamhet riktas mot den utmaning som finns att tolka detaljeringsgraden, det vill säga styrningens precision, och den avslutande slutsatsen bör därför iakttas med viss försiktighet.

    Syftet med denna undersökning var att se i vilken utsträckning Malmöinitiativet stämmer överens med e-petitionssystem i enlighet med det deltagardemokratiska idealet, och undersöka hur det förhållit sig till de demokratiska aspekterna jämlikhet och politiskt deltagande. Materialet som utgör grundpelare för den empiriska delen är statliga och kommunala dokument, information hämtad från SKL (Sveriges Kommuner och Landsting) samt en mail-konversation med en nyckelperson inom Malmöinitiativet. För att besvara uppsatsens frågeställning och uppnå dess syfte har en kvalitativ textanalys med kvantitativa element använts. Den teoretiska utgångspunkten består i deltagardemokrati, med fokus på relevanta innovationer för uppsatsens ämne, med komplement från Roberts Dahls idealkriterier för en demokratisk politisk ordning. Uppsatsens frågeställningar är enligt följande:

    – Vilka sägs de deltagardemokratiska för- och nackdelarna med så kallade e-petitionssystem

    vara i litteraturen?

    – Utifrån hur Malmöinitiativet är konstruerat och beskrivet, i vilken grad överensstämmer det

    med det som i litteraturen benämns som e-petitionssystem?

    – Utifrån teoretiska antaganden kring e-petitioner som deltagardemokratiskt instrument, hur

    väl har Malmöinitiativet fungerat med avseende på jämlikhet och politiskt deltagande? De analytiska slutsatser som urskiljs grundar sig främst i den jämlika obalansen som ett deltagardemokratiskt verktyg kan frambringa. De fördelar som beskrivs utgår huvudsakligen från den teoretiska framställningen av e-petition som ett deltagardemokratiskt verktyg och visar sig inte lika tydligt i det empiriska materialet som finns tillgängligt. De slutsatser författaren har formulerat syftar på en balans av en en bra utformning av systemet, likt Malmöinitiativets, men även en god implementering av verktyget där det främsta syftet borde vara att göra verktyget tillgängligt för minoritetsgrupper.

    Abstract [en]

    It is regularly claimed that Communism and Confucianism shape gender-related norms, practices, and institutions in Vietnam. Some scholars emphasize the ongoing relevance of Confucian traditions, while others hold that Communist rule led to more gender-equal norms, practices, and institutions. By contrast, I suggest that broader socioeconomic modernization processes should be considered. I use data from the World Values Survey to investigate the question of the relative influence of Communism, Confucianism, and modernization processes on gender attitudes. The results show that modernization is a crucial factor in understanding gender attitudes,but that Communism and Confucianism likewise have an influence.

    Abstract [en]

    Trade union representativeness and invigoration are topics discussed in research concerning communist and liberal-democratic countries alike. At the same time, however, some researchers also highlight considerable differences between the role of unions in communist countries on the one hand and liberal-democratic countries on the other hand. In communist countries, unions are supposed to act not only on behalf of their members, but likewise as conveyer belts of public authorities. This paper addresses this incongruence in research by examining communist (VN, CHN) and liberal-democratic countries (S) regarding union representativeness. Both category-representation and opinion-representation are investigated in. Non-mirroring the labor force concerning categories such as females, the young or private employees is considered to be a problem for unions. In addition, incongruence of opinions concerning political and general social orientations can be a problem for unions’ representation, because they may be regarded as socially distanced. Data from the World Value Survey are used. Preliminary findings show that trade union members in the communist countries are in general not less representative for the wider labor force than in the liberal-democratic country, which partly contradicts earlier studies and expectations.

    Abstract [en]

    International organisations, such as the Organization for Economic Co-operation and Development (OECD) and the European Union (EU), are seeking to implement a cohesive Regulatory Impact Assessment (RIA) system in order to achieve better regulation and increased unity and transparency. Central to these evaluations is the use of cost-benefit analysis (CBA) and related tools. A comprehensive analysis of the use of impact assessment in the EU shows that many assessments lack important economic components. This paper draws on an extensive document study of the Swedish policy making process related to the EU Directive 2009/28/EC on the promotion of the use of energy from renewable sources. The aim of the paper is to examine how CBA is presented, negotiated and accounted for by central actors within a policy setting influenced by negotiation and policy coordination. The paper departs from a theoretical perspective on policy coordination and shows how this factor must be considered when explaining the low use of CBA. It concludes that the Swedish policy tradition, wherein the national government relies on consensus-based coordination between agencies, might counteract a more explicit assessment of different policy options. The paper also proposes a model that can be used for further studies on CBA and policy coordination.

    Insights into the personal geographies of young people can be gained in many ways, but there is not always a focus on the effectiveness of the methodologies used, through a comparison of the different approaches, nor is there often an examination of how the participants in the study perceive the effectiveness of the research methods. Two methodologies are explored in this study: self-completion mobility diaries and the wearing of global positioning system-enabled tracking devices. The study focuses on the perceptions of the teenage school student respondents in the study (n?=?15) with relation to the user friendliness, the perceived accuracy, and the ease with which travel patterns can be recreated from the data. The participants were able to evaluate the two methodologies and to make judgements on the criteria provided. We argue that participants can contribute significantly to post-research methodological reflection.

    Abstract [en]

    Segregation and poverty in multi-family housing areas is a challenge facing many European cities creating a new policies for the post-welfare states. Due to privatization, retrenchment of the welfare state and increased immigration Sweden is not exception. City politics with different large scale projects to prevent further stigmatization and bad reputation of a specific housing area has during the last 10-15 years become a national and local policy in Swedish cities and municipalities. Ideas of deliberation and inclusion is common in the govenance of these projects. Immigrant women are mostly described as a target group as they are considered being passive, isolated and lacking the skills and knowledge to behave as the responsible, acitve citizen and consumer of good and sustainable housing. In this paper we present data from a case-study of a Swedish local housing policy being a part of multi-level governace regarding energy efficiancy and refurbishment of public housing. 40 per cent of the families have a background in Asia/Africa. Gender and etnicity play a crucial role when Swedish women in the name of care in socal projects face the immigrant women.

    Perspektiv på offentlig verksamhet i utveckling - Tolv kapitel om demokrati, styrning och effektivitet samlar texter från doktorander och forskare knutna till Forskarskolan Offentlig verksamhet i utveckling (FOVU) vid Örebro Universitet. Antologin erbjuder en mångdisciplinär och omfångsrik behandling av en rad viktiga utmaningar för dagens offentlig verksamhet. I boken behandlas ämnen som korruption, jämställdhet, trygghet, medborgardialog, sjukskrivning och högerextremism. Målsättningen med boken är att skapa en bro mellan inomvetenskapliga debatter, offentlig praktik och politik.     Det europeiska försvarssamarbetet har de senaste fem åren haft en snabb utveckling till följd av det oroliga läget i Ukraina och den ökade maktkampen mellan USA och Kina. Efter årtionden av minskade försvarsbudgetar står Europas medlemsstater med föråldrad utrustning och en ineffektiv utveckling på försvarsområdet. För att möta framtidens utmaningar har EU beslutat att inrätta en gemensam försvarsfond som skall stimulera medlemsstaternas försvarsindustriella kapaciteter och dela på bördan kring forskning och utveckling. Sverige som har en historiskt unik roll genom sin präglade alliansfrihet och neutralitet, har sedan diskussionerna om EU-inträdet 1994 haft ett restriktivt förhållningsätt till EU:s militära utveckling. Sverige har nu dock genom ett riksdagsbeslut ingått i den bindande europeiska försvarsfonden, vilken ålägger Sverige en uppskattad årsavgift på 400–700 miljoner kronor under åren 2021–2027. Varken strukturen kring försvarsfonden eller de ekonomiska åtagandena är fastställda, något som indikerar att Sverige ingått detta samarbete utan att ha fullständig kännedom om vad det innebär. Hur förenligt är den europeiska försvarsfonden med Sveriges utrikes- och säkerhetspolitiska identitet, som traditionellt sett verkat för fred och handlat om konfliktförebyggande åtgärder genom diplomati? Hur ska de strukturella hindren för en lyckad implementering övervinnas? Finns det en trovärdig vilja från politiskt håll att driva igenom denna viktiga fråga? Och vilka motiv kan tänkas ligga bakom omröstningen till att gå med i försvarsfonden?

    Kvalitativní monitorování a prognózování trhu práce: Švédskou cestou?2014Book (Refereed)
    Abstract [en]

    This book presents the results of a pilot study testing the applicability of selected elements of the Swedish approach to labour market monitoring in selected local labour markets and its implementation in terms of selected contact centres of the Czech Employment Office in the South Moravian Region. This study which was put together under the project "Active Matching: Strategic Consultancy Support in the Labour Market" aims to answer the question whether an approach based on qualitative analysis of the employers’ requirements on the labour force is applicable in the circumstances of the Czech Employment Office and whether it improves its efficiency.

    The pilot study verified the possibility of implementing an adapted Swedish methodology on the Czech labour market and confirmed the possibility of collecting data from the employers in the required structure (combination of qualification, skill and competency requirements). It clearly showed that employees of the Employment Office are prepared and competent enough to collect data on the labour market and the demand for labour force through interviews conducted with representatives of employers. The limit for the implementation of targeted extensive monitoring is however the current organizational capacity of the Czech Employment Office. Also subsequent work with the information obtained through the monitoring and specific matching of supply and demand in the labour market faces certain restrictions, especially on the high number of applicants per one clerk, and lack of information system support.

    Important benefits of the evaluated programme include not only the information obtained from interviews with employers, but also the process itself, which brings self-improvement of the public employment services staff, independent learning in collecting the data, and development of the Employment Office as a learning organization that is able to change its preconceived practices through knowledge gained from the interaction with employers. An equally important aspect includes building cooperation and partnerships between the public employment services and employers.

    Making governance networks more democratic: lessons from the Swedish governmental commissions2016In: Critical Policy Studies, ISSN 1946-0171, E-ISSN 1946-018X, Vol. 10, no 1, p. 21-38Article in journal (Refereed)
    Abstract [en]

    Governance networks (GNs) are theorized as institutions for state–civil society interaction with important merits as well as shortcomings for effective and democratic governance. Here we compare GNs with a far less researched type of state–civil society interaction, the Swedish governmental commission (GC), critically discussing them in terms of organizational and functional features, the role of the state and democratic anchorage. Drawing on lessons from the institutional design of GCs, we contest the notion that well-functioning GNs require a low level of formal institutionalization and discuss how democratic problems with GNs could be addressed through a formal institutional framework that provides pre-established and generally applied ground rules, ensures elected politicians the final say on policy, and values broad participation and consultation. Recognizing that GNs are not a self-evident form for state–civil society interactions, traditional institutional designs should be more fully considered in the discussion and theorization of the democratic anchorage of GNs.

    Abstract [sv]

    Uppsatsen har som syfte att beskriva relationen mellan den svenska militära underrättelsetjänsten och beslutsfattare på politisk nivå. Utgående från Samuel Huntingtons och Morris Janowitz teorier om civil-militära relationer studerar jag 1974 och 1996 års underrättelseutredningar för att genom en jämförelse av dessa försöka beskriva relationen utifrån teorins etablerade begrepp imperatives och control, i denna studie översatta till fordringar och kontroll.

    Studien genomförs som en kvalitativ innehållsanalys och dokumentstudie. Analysen av hur utredningarna beskriver den svenska militära underrättelsetjänsten tjänar som underlag för att beskriva relationen mellan beslutsfattare och underrättelsetjänst och hur denna utvecklats.

    Slutsatserna visar att det sedan mitten av 1970-talet råder en uttalad och tämligen oförändrad syn på att det är de funktionella fordringarna som styr den militära underrättelsetjänsten. Med en förändrad säkerhetspolitisk situation har den militära underrättelsetjänsten fått en viktigare roll och ökat inflytande i den politiska processen samtidigt som den politiska sidans syn på behov av kontroll och insyn i underrättelsetjänsten har ökat. Underrättelsetjänstens autonomi visavi beslutsfattarna kan sägas ha minskat.

    Uppsatsen undersökte genom en kvalitativ intervjustudie hur 6 grundskolelärare såg på sin yrkesroll till följd av de många förändringar som politikerna har infört för denna tjänstemannakår. Detta grundade sig på det handlingsutrymme som de besitter i egenskap av närbyråkrater, till följd av den politiska nivåns målstyrning och att det ur legitimitetshänseende kan anses bidra till demokratins svarta hål. Regeringen diskuterar om de befintliga styrmodellerna ska bytas ut, vilket gjorde det intressant att studera lärarkåren.

    Uppsatsens syfte var att undersöka om, och i sådana fall på vilket sätt, lärares förhållningssätt till sin roll som offentliga tjänstemän har förändrats det senaste decenniet. Uppsatsens frågeställningar utgjordes av: Hur ser lärarna på sin roll som offentlig tjänsteman, anser de att den har förändrats över tid, och i så fall på vilket sätt? I vilka situationer uppfattar lärarna föräldrarnas dubbla brukarroll som försvårande för den egna yrkesrollen? Vilken eller vilka modeller för den offentliga verksamhetens organisering för legitimitet framkommer mest tydligt i lärarnas berättelser?

    Resultatet visade på att flertalet av respondenterna inte såg sig som offentliga tjänstemän, men att rollen hade förändrats över tid och även arbetsbördans omfattning. Den dubbla brukarroll som föräldrarna besitter, kunde medföra vissa svårigheter för lärarnas yrkesutövande om de inte samarbetade och var engagerade i barnens kunskapsutveckling. Det förekommer även andra faktorer som sågs som försvårande, såsom ekonomiska förutsättningar och situationer när olika förväntningar och krav kolliderar. De modeller för organisering som var närvarande i skolan utgjordes av den byråkratiska modellen, den professionella modellen och den brukarorienterade modellen.

    Undersökningen visade även på den viktig funktion som lärarna besitter dels för att utbilda samhällets framtid, barnen, och dels för att uppnå medborgarnas förtroende och därmed legitimitet för den demokratiska grund som samhället vilar på.

    This research touches the basics of a clothes-trading process. The process occurs as an outsideparty is being politically absorbed by a mainstream party which aim is to oust the smaller party from the electoral arena. The outside-party would ensure survival by dismiss its policy dimension, thus moving towards an opposite strategic direction away from the incoming mainstream party. The toolkit is taking from the PSO-theory by Bonnie M. Meguid (2008) in order to describe the clothes-trading process by each step as a party strategy. It is a defeat fire with fire type of conflict, with the end not yet discovered, but assumed to be a total exchange between the parties’ issue ownership. So far it is too early to predict the outcome. Further studies have to be made on the future elections in order to elaborate the clothes-trading process more in detail. But the research has set the basics of how and why such a process would occur.

    Several contemporary theories in the neo-realist corpus, modifies earlier assumptions about unit level behavior. The explanatory value of these theories has to be tested. The aim of this research, was to test the explanatory value of Davide Fiammenghis theory about the security curve, and Nuno P. Monteiros theory about unipolarity. In order to test the theories, a case study was designed where Japans aggression against the USA in 1941, was used as a least-likely case. Inspired by the idea from neo-classical realism, that the perceptions of decisions makers can vary considerably from real conditions, I used primary sources to study the perceptions and calculations inside the Japanese government. Three critical foreign policy decisions, made by the Japanese government in 1940 and 1941 were analyzed. Fimmenghis theory were first rejected, yet when it was modified to fit the condition of asymmetric economic dependence, it fit well the data. The study also indicated, that Monteiros theory can explain state behavior, if a state anticipates that it could end up in unipolar, international system.

    The impact of education on environmental policy decision-making2013Report (Other academic)
    Abstract [en]

    Civil servants in governmental agencies regularly both propose environmental policies for the elected politicians and make own decisions. In making these decisions they may be influenced by legal norms, agency policy and culture, professional norms acquired through education as well as personal political preferences. This study tests how students in late stages of professional training in economics, biology and social sciences handle information in order to make a stylized choice of a national nutrient limit for lake water, or choose a program at a municipal level to lower the nutrient level in a local lake. The purpose is to test whether professional norms acquired during academic education and/or the presence of an international standard influences decision-making. We examine three hypotheses. Firstly, students’ political attitudes affect their choice of major, i.e. biology, economics or social sciences, and thereby indirectly their decisions. We find that the distribution of the political values among disciplines is compatible with the hypothesis, which therefore is not rejected. Secondly, a student’s major influences the kind of information they use and consequently the policy choice they will recommend. In plain words we expected biology students to go for environmentally more ambitious (lower) nutrient limits and economics students to prefer economically efficient (higher) levels. The central result is that while economics majors are more likely than biology or social science majors to choose a cost-efficient nutrient limit, the mean and median values of the nutrient levels chosen by the three groups do not differ from one another in a statistically significant way. Economists thus have a higher standard deviation in their answers than the other majors. The third hypothesis is that the presence of an internationally approved standard level for the nutrient content will significantly influence the choice of national nutrient limit. We find that biology students are influenced to set a lower nutrient limit when presented with the standard than otherwise, thereby rejecting the null hypothesis for this group. For students in economics and social sciences, no significant effect is found. Our results have implications for the feasibility of micromanagement in government agencies as recruiting economists to environmental agencies may not be sufficient to ensure economically efficient decisions. The findings also should sound a warning about the skills learned by economics majors at the two largest universities in Sweden: while some students seem familiar with the concepts of optimality and cost efficiency and able to use them, this applies to far from all of them.

    Denna kvalitativa textanalys syftar till att med en idealtypsansats analysera Rysslands och Kanadas officiella strategier rörande respektive lands politiska hållning till den Arktiska regionen. Med hjälp av neorealistiska och neoliberalistiska grundantaganden belyses respektive stats framhävande hållning gällande statens betydelse som global aktör och statens förhållningssätt till mellanstatliga samarbeten samt vikten av en stark militär.Analysen tyder på skillnader mellan de två staternas förhållningssätt till den politik som bör föras i Arktis. Ryssland visar tendenser till en mer neorealistisk hållning med bland annat staten i fokus och stark militär till skillnad från Kanada som med sin mer neoliberala hållning lägger större vikt på internationella institutioner och mellanstatliga samarbeten vid eventuella konflikter.Arktis är ett högst aktuellt område inom världspolitiken. Det går inte att utifrån analyser av staternas officiella strategier förutsäga om en militär konflikt kommer att uppstå eller inte. Situationen i Arktis är långt ifrån löst eller över och forskare kommer ha möjlighet att studera mängder av fall och olika situationer ur flera olika teoretiska perspektiv.

    The purpose of this essay is to describe what characterizes young people´s vision on the subject of political engagement. As a part of that the author wants to investigate whether young adults regard political parties and organizations as relevant platforms to engage within. The essay conducts a quantitative group interview based on young adults between the ages of 18-29 as respondents, whom all are residents of the town Borlänge.

    In this essay the author describes a number of reasons as explanatory for the changes in political commitment regarding political trends, changes in community involvement, the effects of socialization, the effects of schools and economic factors.

    In the conclusions the author clarifies that young adults are as much part of political life today, but in other forms than before, which contradicts the theory on lack of political engagement in the society. Though, political parties are no longer as relevant platforms as they used to be a couple of decades ago.

    The purpose of this thesis is to study how three Swedish authorities use advocacy in their

    activities. The thesis examines what type of advocacy activities that occur in the authorities

    and the change that has taken place between 2009-2016. Comparisons over time are

    possible as this study follows up a previous thesis which was based on the same definition

    of advocacy.

    Authorities' work with avocacy is a relatively unexplored area, wherefore the

    study primarily draws on interviews conducted with the three elected authorities:

    Energimyndigheten, Försäkringskassan and Havs- och vattenmyndigheten. The collected

    material is processed qualitatively using a broad definition of the concept of advocacy and

    a framework which identifies four types of advocacy.

    Under senare år har studenters läraromdömen allt mer hamnat i fokus inom skola såväl som högre utbildning. Parallellt med dessa utvecklingar har olika typer av internettjänster genom vilka studenter kan betygsätta sina lärare dykt upp i flera länder. I Sverige lanserades 2008 tjänsten ”Studenter tycker till” (STT) där studenter kan registrera sig och fylla i bedömningar av lärare enligt kriterierna utlärningsförmåga, kunskap, engagemang och lärandestöd. I denna studie undersöks betydelsen av lärarens kön och ålder för studenters läraromdömen genom en kvantitativ analys av omdömen av 98 högskole- och universitetslärare som givits på hemsidan STT. Syftet är att synliggöra hur sociala markörer, i detta fall om läraren är man eller kvinna, ung eller gammal, spelar en stor roll för hur en lärare utvärderas. Resultaten visar att kvinnor och unga lärare systematiskt ges lägre betyg av studenter, än män och äldre lärare. Studenter är således inte könsblinda eller oberoende av föreställningar om förhållandet mellan ålder och kompetens i sina bedömningar. Studien aktualiserar betydelsen av sociala markörer så som kön och ålder måste synliggöras och tas i beaktning när studenters utvärderingar av lärare och kurser behandlas inom högre utbildning.

    Från år 1979 fram till idag har de politiska partierna sammanlagt förlorat mer än 80 procent av sina medlemmar. Den här uppsatsen undersöker de svenska partiorganisationernas strategier och agerande i skuggan av de senaste decenniernas sjunkande medlemstal. Detta görs genom att undersöka: 1) Hur ledande partiföreträdare förhåller sig till partiernas medlemsutveckling; 2) På vilket sätt och i vilken utsträckning ledande partiföreträdare anser att partierna har anpassats för att hantera rekryteringsfunktionen respektive aggregeringsfunktionen i en situation med minskande medlemsorganisationer samt 3) Om det finns det några skillnader när det gäller hur ledande partiföreträdare förhåller sig till medlemsminskningen och hur dessa i sådana fall kan förstås. Uppsatsen visar att medlemsrekrytering inte tycks vara någon särskilt prioriterad fråga för något av partierna. Partiföreträdarena menar att medlemsutvecklingen inte har föranlett några stora och mer genomgripande förändringar av partiernas organisation i syfte att stärka eller utveckla partiernas aggregeringskanaler. Analysen visar vidare att det finns en insikt bland alla partiföreträdare om svårigheten när det gäller hur partierna ska klara försörjningen av framtidens förtroendevalda men att några mer genomgripande förändringar i partiorganisationerna inte går att se. Slutligen påvisar uppsatsen också att partiföreträdare från de folkrörelsebaserade partierna är mer medlemsorienterade och ger uttryck för att partierna i första hand söker lösningar som finns inbyggt i dess struktur, tradition och identitet som folkrörelse. Partiföreträdare från de icke-folkrörelsebaserade partierna ger uttryck för att dessa partier är mindre bundna till idealet om många medlemmar och också mer benägen att utveckla fler och alternativa aggregeringskanaler och rekryteringskanaler än de folkrörelsebaserade partierna.

    The purpose of this essay is to examine which perspective that dominates the political debates surrounding equality and diversity in Sweden.

    The theoretical framework used consists of three ideal types. These are the intersectional perspective, the cultural perspective and the white middle feminism class perspective.

    Operationalizing the theoretical framework with idealtypes, using Benford and

    Snowś first two principles in their frame analysis framework, which is the diagnostic and prognostic, as a method, I study the biggest political parties in Sweden due to their legislation and influence power within the field of equality and diversity.

    The analysis of the study shows that the culture perspective is dominating all the chosen debates, though it also shows that some political parties takes a more passive participation. The white middle class perspective is also visible in two of the three chosen debates, and the intersectional perspective is merely shown in two debates.

    This study focuses on the political reforms resolved during the years 1989-1994 in the Swedish educational system. Due to the deteriorating knowledge results during the last decades, the educations system with its focus on the deregulation and decentralization that makes the education quality less equal has turned to one of the very most discussed challenge in the Swedish welfare sector. Based on many different international studies, Sweden is common for a well-functioning welfare system that includes a lot of components as education, healthcare and care for the elderly. The aim of the study is to analysis the ideologically objective to the decentralization (1991) and the law of freedom of choice (1992) regarding the education system and its implementation with result between 1989 and 1994.

    The study uses different theories to understand the restructuring and based on the results of the knowledge tests 1989, it compares with 2018 and the purpose is to end up in a discussion and summary. The conclusion are that even though the international knowledge test and the national knowledge test show a different makes the theories it possibly to argue the two main reforms impacted the knowledge results. The decentralization of the responsibility and the law of choice have affected the education system. The implementation process includes different components to understand and analysis the process from the start when deciding the law to starting up in the reality. The reforms have a clear ideological background since the history context was a sharp different between the parties in the Swedish parliament. One of the biggest issue were the implementation process due to the fact policy process were not enough planned.

    Balancing Power in the Middle East: A study of the purposes and effectiveness of the Iran Sanctions2017Independent thesis Basic level (degree of Bachelor), 10 credits / 15 HE creditsStudent thesis

    This study has two main purposes; to study the reasons of why sanctions were imposed on Iran, and evaluating the success of the sanctions. The study suggests that the disclosure of the Iranian nuclear program had consequences on the power balance in the Middle East, with Iran imposing a threat to regional neighbours and worrying the international community, leading to the United Nations Security Council imposing heavy sanctions on Iran in 2006. The study aims to study why sanctions were imposed on Iran and argues that the reasons can be derived from the theories of

    balance of powerand logic of choice, suggesting that sanctions were the best available foreignpolicy tool for the international community to use as a means to balance Iran’s power ambitions. Secondly, the study aims to provide a new perspective to the debate on sanctions that historically has been stating that sanctions do not work, which contradicts policy makers’ frequent choice to use them. This study shows that sanctions have been successful to a certain extent in the case of Iran, explaining some of the reasons for the success. These reasons are explained by a theoretical framework, weighing the three purposes of sanctions; coercion, constraining and signallingagainst conditions for success such as significant levels of pre-sanction trade, psychological factors, democracy, and clearly defined sanction goals. The study concludes that Iran beingcompletely blocked from the international market, causing an economic decline mainly affecting the middle class, in combination with the election of the West-friendly president Rouhani has been some of the main reasons for the sanctions’ success.

    The Syrian War: Portraits with Political Meanings: A Content Analysis of Al-Jazeera’s Coverage of the Intra-Syrian Peace Negotiations2019Independent thesis Basic level (degree of Bachelor), 10 credits / 15 HE creditsStudent thesis

    The aim of this study is to analyse the contents in texts about the intra-Syrian peace negotiations, as well as identify latent political meanings, through examining how the sides of the war are portrayed in al-Jazeera´s coverage. Dr Zainab Abdul-Nabi suggests in her analysis of al-Jazeera´s coverage of another event in the Syrian war, namely the chemical attack in Ghouta, that al-Jazeera has a catalysing role in the Arab Spring when covering the Syrian war in particular. This study continues along those lines that Abdul-Nabi suggests by analysing the coverage of another event in the Syrian war – the UN-led intra-Syrian peace negotiations. Purposefully, this study should increase the awareness of how political meanings could be hidden in texts. The theory of agenda setting, a theory by Walter Lippman which was further developed by McCombs and Shaw, is used in this study: media set the agenda by inserting certain portraits of how things are and what the society should be concerned about. Content analysis is the method used to perform this study, following Halperin and Heath´s model. By interpreting articles from an influential media source – al-Jazeera – the analysis shows that the examined texts portray the opposition as protagonists against a brutal government, plausibly making the media source a part of the war since the texts attempt to set the agenda that a certain side is the protagonists and another is the antagonists. Underplaying the potential capacities of the peace negotiations and not compromising with the other side is evident, as well as holding the other side responsible of the hostilities in the war, in the texts, hence having a catalysing role with its coverage in the war. Also, the texts tend to leave out details concerning the other side (the government side), portraying the opposition to be representing the people..

    Abstract [en]

    Transport is an area where the public sector plays an important role for the design and the functioning of the system. In Sweden the overriding goal for transport policy is to ensure the economically efficient and sustainable provision of transport services for people and businesses throughout the country. When making changes to the system there is a need for information on the advantages and disadvantages of different policy options so that the decisions are based on balanced evidence. To meet these ends, the methodology of cost-benefit analysis is applied as a decision support tool, especially regarding decision related to infrastructure investment. The Swedish Transport Administration and the Swedish Transport Agency have the main responsibility for the design and functioning of the transport system in Sweden. The former is responsible for the infrastructure while the latter is more concerned with the management of traffic and the design of rules and regulations. The Swedish Transport Agency also exercises supervision. In 2012 the Swedish Transport Agency commissioned VTI to develop a first version of a calculation handbook to be used in the impact assessments performed by the Agency, together with a plan for education on how to perform this type of assessment. Our proposition is presented in this report. Based on a number of case studies of impact assessment recently performed at the Agency we have assessed what kind of information that needs to be included in their impact assessments. We have also investigated which methods are used internationally, and by the Swedish Transport Administration, to perform this type of analysis. Using this information we present a draft for a calculation handbook based on the experience and material used at the Swedish Transport Administration. We also present an education plan. However, since there is a difference between issues related to investments in infrastructure and management issues, we also suggest a plan for development of the calculation handbook and its use within the Agency.

    The research investigates in what extent and how communication for meeting feelings is provided in Truth Commission work. It examines if and in what way feelings are addressed in the communication officially published by the Truth Commissions in East Timor, Ghana and Sri Lanka, occurring between 2002-2011. The research is also looking at the healing processes in a time perspective to find out if there is a communication for Societal healing to be continued in a longer term. My conclusion is that two cases of three in my research, the TRCs in Ghana and East Timor, have communication clearly directed to meet feelings caused by the war. One of the three cases (East Timor) has a communication with a clear ambition to heal over a longer period, to continue after the existence of the Truth Commission. The research suggests that communication with a clear ambition to reach out widely in the society, a communication directed to meet and process feelings over a longer period, can make Societal healing more effective. It also concludes that, in the future, Societal healing, as a field in conflict resolution, will be more based on representational media than today, provided through web communication.

    This case study examines the immigrant group of global nomads who live, or have

    lived, in London, with specific focus on how they are able to operate outside the UK

    state’s political system, and if this challenges the concept of the system of state

    politics. The study uses textual analyses of multiple identities, as well as social

    identity theory and constructivist theory, to explain how global nomads can deflect

    political conflict such as immigrant discrimination as perpetrated by the state, and can

    choose not to interact with the political system unless necessary.

    Global nomads in London are scrutinised through first hand accounts provided

    in interviews cited in literature, and through literature dedicated to different types of

    global nomads who share common traits despite some differences. The UK

    government’s stance, during the past fifteen years, is analysed and is considered to be

    a potential source of conflict towards immigrants including the global nomads. The

    research finds that global nomads can live in London choosing not to interact with the

    political system because of their multicultural understanding, fluid identity and

    professional status, and temporary residential status, and therefore finds that the

    concept of the system of state politics is being challenged.

    A pluralist state?: civil society organizations’ access to the Swedish policy process 1964-20092014Doctoral thesis, comprehensive summary (Other academic)

    Including civil society organizations in the policy process is a distinctive trait of democratic governance. But, while being highly valuable from a democratic point of view, not all civil society organizations are represented in the policy process. This dissertation draws attention to the role of the government in shaping the representation of civil society organizations in the Swedish government consultation referred to as the ‘remiss procedure’. The overall aim is to increase empirical and theoretical understanding of civil society organizations’ access to the national Swedish policy process. Drawing on various empirical data sources, it analyzes how access has changed during the second half of the 20th century, the factors influencing access, and the significance of the access provided by the government.

    The results are based on four empirical studies, and show that the government has encouraged an increasing number and more diverse types of civil society organizations to be represented in the remiss procedure. In addition, organizations with plenty of resources, such as labor and business organizations, are not overrepresented. However, access is slightly skewed in favor of civil society organizations with an insider position within other access points at national government level, which is consistent with a privileged pluralistic pattern of interest representation. In addition, civil society organizations seem to be invited into an arena for political influence of less relevance. Theoretically, the dissertation moves beyond the neo-corporatist perspective that dominated Swedish research during the second half of the 20th century by drawing attention to five different theoretical lenses: pluralism, neo-corporatism, political opportunity structures, policy network theory, and resource exchange theory. It concludes that a variety of theories are needed for access to be understood.

    This article focuses on the changing level of participation of voluntary organisations in the policy process between 1964 and 2009 and its implication for the role played by voluntary organisations to the state. Drawing on data from the remiss procedure – one of the most understudied parts of the Swedish policy-making process – the results implicate a reduced role for voluntary organisations in formal arenas for policy making. While the number of participating voluntary organisations has remained stable, the relative share of participating organisations has declined and an increasing proportion of organisations have abstained from participating. In addition, the shares of conflict-oriented and member-benefit-oriented organisations have decreased while consensus-oriented and public-benefit-oriented organisations appear to have increased slightly. These findings are discussed in the context of changes in the coordination and implementation of public policies, implying that over time the role of voluntary organisations as arenas for deliberation and mediators of individual interests tend to have gradually lost ground in relation to the state while the share of organisations taking direct welfare responsibility has slightly increased. Although it may be premature to speak about a shifting role of voluntary organisations from input to output in the political system, the result suggest an emerging trend in that direction. Further research is needed to clarify whether this changing pattern of participation is evident in other arenas for policy making in Sweden or is an isolated feature explained from the outset of the remiss procedure.

    Abstract [en]

    This article investigates how the participation of voluntary organisations in the remiss-procedure has changed between 1964 and 2009 and how to interpret this. Drawing on evidence from 33 remiss-directories in nine different policy fields, the results conclude that the proportional level of voluntary organisations has declined and more organisations have chosen to abstain from participating in the remissprocedure. In addition, the number of conflict-oriented organisations has declined while the number of consensus-oriented organisations active in the output side of the political system has increased. It is argued that the result can be understood in relation to the changing mode of governance, new challenges presented by the welfare state and the rise of transnational organisations that seek influence in less formal arenas for policy making.
