This thesis examines the discursive construction of preventive social work in a Swedish official government report (SOU). Using the WPR-approach, four discourses and their underlying assumptions were identified, presenting preventive work as a solution to various problems. Preventive work is depicted as a flexible tool that protects individual rights and counteracts social issues before they escalate or arise. It is also viewed as a solution to the assumed organizational shortcomings of social services and as a means of reducing the economic costs of social problems. Simultaneously, the study reveals conflicts regarding the purpose of preventive work, the view of social problems, and the organization of social services. The essay contributes to a critical understanding of the complex ideas shaping the future of social services, demonstrating how these discourses both legitimize and define the boundaries and content of the preventive mission.

Detta examensarbete undersöker hur förebyggande arbete konstrueras diskursivt i en statlig utredning som utgör en del av förarbetet till den nya socialtjänstlagen (2025:400). Med hjälp av WPR-metoden identifierades fyra diskurser med tillhörande bakomliggande antaganden om det förebyggande arbetet som en lösning på olika problem. Det förebyggande sociala arbetet framställs som ett flexibelt verktyg som värnar individens rättigheter och motverkar sociala problem innan de förvärras eller ens uppstår. Förebyggande arbete ses även som en lösning på socialtjänstens bristfälliga organisation, samt ett sätt att reducera de sociala problemens ekonomiska kostnader. Samtidigt synliggör analysen värdekonflikter gällande förebyggande arbetets syfte, synen på sociala problem och socialtjänstens organisering. Examensarbetet bidrar med en kritisk förståelse för de komplexa föreställningar som formar framtidens socialtjänst och visar hur diskurserna både legitimerar och definierar det förebyggande uppdragets gränser och innehåll.
