Abstract [sv]

Denna studie undersöker effekterna av John Magufulis antikorruptionsreformer på demokratisk nöjdhet samt politiska och medborgerliga rättigheter i Tanzania. Studiens hypotes är att antikorruptionsinsatserna har en negativ effekt på demokratisk nöjdhet och politiska och medborgerliga rättigheter, särskilt genom en negativ interaktion mellan tidsperiod (T) och korruptionskontroll (K) på demokratiska utfall (D). Genom att analysera sekundärdata om demokratisk nöjdhet, yttrandefrihet och politisk organisationsfrihet under Magufulis styre, visar resultaten att hans korruptionsbekämpning hade en komplex och paradoxal effekt på Tanzanias demokratiska struktur. Resultaten bekräftar att medan ökad korruptionskontroll på kort sikt bidrog till ökad demokratisk nöjdhet, så ledde samma åtgärder till inskränkningar av yttrandefrihet och politisk organisationsfrihet. Detta stödjer tidigare forskning om hur auktoritära regimer, trots effektivitet i korruptionsbekämpning, ofta underminerar politiska och medborgerliga rättigheter och institutioner. Studien pekar på risken att korruptionsbekämpning kan användas som ett verktyg för att centralisera makt, vilket på lång sikt kan underminera demokratin. Slutsatsen är att framtida forskning bör utforska detta samband djupare och i fler länder för att bygga vidare på teorier kring hur antikorruptionskampanjer kan leda till minskad korruption utan att samtidigt inskränka viktiga demokratiska värden. 

Abstract [en]

This study examines the paradoxical effects of President Magufuli´s anticorruption reforms on democratic satisfaction and political and civil rights in Tanzania. The hypothesis posited that an increase in anti-corruption efforts would result in a repressive impact on political and civil rights and on democratic satisfaction, especially through a negative interaction between the period under Magufuli (T) and the anti-corruption reforms (K) on democratic outcomes (D). Using a quantitative approach with statistical analysis of survey data, the findings partially support this hypothesis. While no negative relationship was found between anti-corruption efforts and democratic satisfaction, the study confirmed a negative effect on freedom of expression and freedom of political organization.The results suggest that while Tanzanians, in the short term, appreciated the perceived improvements in governance transparency, they overlooked the authoritarian methods used to achieve them. This paradox mirrors the theoretical insights that authoritarian regimes, despite their potential efficiency in combating corruption, often undermine democratic institutions and political and civil rights.The study highlights the risks of anti-corruption campaigns becoming a tool for reinforcing centralized power at the expense of political and civil freedoms. Future research should further explore the long-term impacts of such reforms and expandthe comparative scope of other countries with similar anti-corruption initiatives, aiming to develop broader insights into the relationship between anti-corruptionmeasures and democratic health.
