Abstract [sv]

Missnöjda jägare och sportskyttar har under 2010-talet vittnat om flera månaders väntetid för vapentillstånd, vilket till slut når riksdagen som av Polismyndigheten kräver kortare handläggningstider. Syftet med studien är att genom en kvalitativ innehållsanalys analysera de dokument som framställt kravet från riksdagen samt de dokument som finns att tillgå kring hur Polismyndigheten tog sig an uppdrag Krutrök samt utförde det, vilka analyseras genom den teoretiska utgångspunkten New Public Management. Studien visar att Polismyndigheten uppnår kravet från riksdagen, att korta handläggningstiderna. Polismyndigheten utformade kvantitativa mål, skapade resultatindikatorer och renodlade resurser, precis enligt den mål-styrningsmodell som New Public Management innefattar. Studien kan tas vidare med handläggarnas upplevelse för att ge en verksamhetsnära bild av riksdagens krav. 

Abstract [en]

The processing time for weapon permits has been a subject of debate during the 2010s in Sweden. Discontented weapon owners have reported waiting times of several months, which eventually reached the Swedish Parliament who in 2022 demanded shorter processing times. The aim of this study is to analyze, through a qualitative content analysis, the documents presenting the demand from the Parliament and those available regarding how the Swedish Police Authority addressed and implemented the task. The theoretical framework of the study is based on New Public Management. The study shows that the Swedish Police Authority within mission Powder smoke met the Parliament’s demand to shorten processing times. The Swedish Police Authority established quantitative goals, created performance indicators, and streamlined resources, in accordance with New Public Management. Further research could explore the case from the perspective of the case officers to provide a more operational view.
