Abstract [sv]

Denna uppsats undersöker Sverigedemokraternas strategi för att mobilisera svenska medborgare bosatta utomlands. Genom en analys av partiets motioner och skriftliga frågor från perioden 2014–2024, granskas hur Sverigedemokraterna erkänner, engagerar och utvecklar policy för diasporan. Studien tillämpar Gabriela Borz teoretiska modell för diasporaengagemang, som omfattar tre centrala processer: erkännande, engagemang och policyutformning.

Fokus ligger särskilt på hur partiet använder retorik som framställer utlandssvenskar som en”icke-prioriterad” men värdefull resurs för Sverige, föreslår lösningar som e-röstning, en särskild valkrets och förbättrade administrativa processer, samt legitimerar dessa förslag genom referenser till organisationen Svenskar i Världen.

Resultaten visar att Sverigedemokraterna framhåller utlandssvenskar som en marginaliserad men betydelsefull grupp med stor potential att bidra till det svenska samhället. Partiet använder både emotionella och normativa argument för att skapa en koppling till diasporan och stärka sitt politiska stöd bland dessa. Genom att knyta sina förslag till diasporaorganisationers arbete skapar partiet en bild av legitimitet och bredare förankring. Studien belyser hur Sverigedemokraterna strategiskt formar sin politik för att mobilisera den svenska diasporan och bidrar till en djupare förståelse av relationen mellan politiska partier, diasporaorganisationer och utlandsboende medborgare.

Abstract [en]

This thesis examines the Sweden Democrats’ strategy to mobilize Swedish citizens living abroad. Through an analysis of the party’s motions and written questions from the period 2014–2024, it explores how the Sweden Democrats recognizes, engages, and develops policies for the diaspora. The study applies Gabriela Borz’s theoretical model for diaspora engagement, which encompasses three central processes: recognition, engagement, and policy formulation.

The focus is particularly on how the party employs rhetoric portraying Swedish expatriates as a “non-prioritized” yet valuable resource for Sweden, proposes solutions such as e-voting, a special electoral district, and improved administrative processes, and legitimizes these proposals through references to the organization Svenskar i Världen (Swedes Worldwide).

The findings reveal that the Sweden Democrats portray Swedish expatriates as a marginalized yet significant group with great potential to contribute to Swedish society. The party employs both emotional and normative arguments to establish a connection with the diaspora and strengthen its political support among them. By aligning its proposals with the work of diaspora organizations, the party creates an image of legitimacy and broader anchoring. This study highlights how the Sweden Democrats strategically shape their policies to mobilize the Swedish diaspora and contributes to a deeper understanding of the relationship between political parties, diaspora organizations, and citizens living abroad.
