Abstract [sv]

Syftet med studien är att undersöka upplevelsen av HR-chefers förutsättningar och HR-medarbetarnas psykosociala arbetsmiljö inom den offentliga sektorn. Studien har utförts med kvalitativ metod genom åtta semistrukturerade intervjuer. Den insamlade empirin har transkriberats och analyserats tematiskt genom abduktion. Studien har även ett vetenskapligt förhållningssätt genom empirisk fenomenologi.

Urvalet av respondenter bestod av fyra HR-chefer och fyra tillhörande HR-medarbetare. De arbetar på en HR-avdelning i en offentlig sektor i Sverige. Tidigare forskning visar på fåtal studier inom HR-yrket kopplat till psykosocial arbetsmiljö och offentlig sektor. Studien blir därför viktig och kan öka kunskapsbidraget inom detta område.

Studien belyser komplexiteten i en politiskt styrd organisation. De organisatoriska faktorerna i en stram budget och politiska beslut påverkar HR-chefers förutsättningar och i sin tur även HR-medarbetarnas psykosociala arbetsmiljö. Den strama budgeten och de politiska besluten påverkar de personella resurserna som ger effekter som hög arbetsbelastning, låg och begränsad kontroll och höga krav. Studien visar på otydliga riktlinjer för chefsrollerna och arbetsuppgifter för HR-funktionerna, vilket påverkar samverkan och stöd. Vidare framkommer det i studien att chefer har olika arbetssätt kopplat till deras arbete med den psykosociala arbetsmiljön. Tillsammans med medarbetarna kan de utveckla egna verktyg för att fånga tidiga signaler på ohälsa. 

Abstract [en]

The purpose of this study has been to investigate the experience of HR-managers conditions and the psychosocial work environment of HR-employees in the public sector. The study was conducted with a qualitative method through eight semistructured interviews. The collected empirical data has been transcribed and analyzed thematically through abduction. The study also has a scientific approach, namely empirical phenomenology.

The selection of respondents consisted of four HR-managers and four associated HR-employees. They all work in an HR department in a public sector in Sweden. Previous research shows few studies of the HR profession in connection to the psychosocial workenvironment and the public sector. This study is therefore important and can increase the contribution of knowledge in this area.

The study highlights the complexity of a politically controlled organization. The organizational factors of a tight budget and political decisions affect the conditions of HR-managers and in turn also the psychosocial work environment of HR-employees. The tight budget and the political decisions affect the personnel resources which result in effects such as a high workload, low and limited control, and high demands. The study also shows unclear guidelines for the management roles and tasks for the HR units, which affects cooperation and support. Further that surfaces in the study is managers different ways of working with the psychosocial work environment. Together with the employees develop their own tools for catching early signs of poor health.
