Abstract [sv]
Införandet av EU-direktivet om elva timmars sammanhängande dygnsvila (Direktiv 2003/88/EG) innebar en omfattande förändringsprocess inom den kommunala äldreomsorgen i Sverige. Denna studie undersöker hur en top-down-styrda reform implementerades och upplevdes, med särskilt fokus på ledarskap, kommunikation, delaktighet och motstånd. Studienbygger på en kvalitativ, fenomenologisk metod där åtta semistrukturerade intervjuer genomfördes med enhetschefer och medarbetare i en mindre svensk kommun. Resultatet visar att även om intentionen med reformen generellt uppfattades som positiv, präglades implementeringsprocessen av flera utmaningar: frånvarande ledarskap, bristande kommunikation och begränsade möjligheter till delaktighet. Mellanchefer beskrev en utsatt position med högt ansvar men litet inflytande, medan medarbetare uttryckte både emotionellt och strukturellt motstånd. Med tiden framkom dock att organisationen upplevs vara på rätt väg. Acceptansen för förändringen beskrivs som växande men osäker, det finns tecken på förbättring, men också kvarstående oro och osäkerhet. Sammantaget belyser resultaten vikten av ett förändringsledarskap som kan översätta politiska beslut till lokal praktik inom offentligsektor.
Abstract [en]
The implementation of the EU directive mandating at least eleven consecutive hours of daily rest (Directive 2003/88/EC) constituted a significant organizational shift within Swedish municipal elderly care. This study examines how this top-down reform was implemented and experienced, with particular attention to leadership, communication, employee participation, and resistance. Employing a qualitative, phenomenological approach, eight semi-structured interviews were conducted with managers and employees in a small Swedish municipality. The findings reveal that, although the reform’s intention was generally viewed positively, the implementation process faced several challenges: limited managerial presence, weak communication structures, and restricted opportunities for participation. Middle managers described a vulnerable position, carrying responsibility with limited influence, while employees expressed both emotional and structural forms of resistance. Over time, however, participants noted that the organization appears to be moving in a positive direction. Acceptance of the change is gradually increasing, yet still perceived as incomplete and fragile indicating progress, but also lingering uncertainty. Overall, the findings emphasize the importance of leadership that can translate political decisions into locally grounded practice in the public sector.
