Research and respondents have highlighted that smaller municipalities can face challenges related to social inequalities, spatial segregation and varying access to public services. This study examines how social sustainability, with a focus on spatial inequalities and social inclusion, can be integrated to a greater extent in comprehensive planning, using Ludvika municipality as a case. The aim is to analyze how social sustainability can be identified and addressed through comprehensive planning, and how the comprehensive plan can potentially be developed into a more effective tool for promoting social sustainability.

The study is based on a qualitative case study design and combines GIS maps and semi-structured interviews with planners from Ludvika municipality and three other municipalities – Avesta, Mjölby and Östhammar. Through thematic analysis of the interviews and interpretation of spatial patterns, five key indicators related to social sustainability have been identified: housing patterns, education level, employment, income and age distribution.

The results show that these indicators are often used in practice, but rarely integraded systematically into the planning process. Ludvika municipality’s current comprehensive plan deals with social issues at a general level, without concrete guidelines. The study therefore emphasizes the need for more data-based, place-based approaches and operational strategies. The conclusion is that spatial differences in living conditions must be made visible and addressed through comprehensive planning in order to achieve long-term inclusion. A stronger focus on social indicators and increased collaboration between sectors can contribute to more equal development. To enable inclusive social development, spatial planning needs to be based to a grater extent on social priorities, so that municipal growth benefits all residents.

Forskning och respondenter har uppmärksammat att mindre kommuner kan möta utmaningar kopplade till sociala ojämlikheter, rumslig segregation och varierande tillgång till samhällsservice. Denna studie undersöker hur social hållbarhet, med fokus på rumslig ojämlikhet och social integration, i större utsträckning kan integreras i översiktsplanering, med Ludvika kommun som fall. Syftet är att analysera hur social hållbarhet kan identifieras och hanteras genom översiktsplanering, samt hur översiktsplanen potentiellt kan utvecklas till ett mer verkningsfullt verktyg för att främja den sociala hållbarheten.

Resultatet visar att dessa indikatorer ofta används i praktiken, men sällan integreras systematiskt i planeringsarbetet. Ludvika kommuns nuvarande översiktsplan behandlar sociala frågor på en övergripande nivå, utan konkreta riktlinjer. Studien betonar därför behovet av mer databaserade, platsanpassade arbetssätt och operativa strategier.Slutsatsen är att rumsliga skillnader i livsvillkor måste synliggöras och hanteras genom översiktsplaneringen för att långsiktig inkludering ska uppnås. Ett stärkt fokus på sociala indikatorer och ökad samverkan mellan sektorer kan bidra till en mer jämlik utveckling. För att möjliggöra en inkluderande samhällsutveckling behöver den fysiska planeringen i större utsträckning utgå från sociala prioriteringar, så att kommunens tillväxt gynnar alla invånare.
