Abstract [en]

This study explores how climate impact from detailed plans can be quantified and used as a decision-support tool in early spatial planning stages, with the aim of integrating stronger climate considerations into the planning process. To address the research questions, a climate impact assessment tool was developed in an Excel-based model that estimates emissions in kilograms of CO₂-equivalents per unit. The tool was designed through a solution-oriented process based on the Design Science Research (DSR) methodology, which includes problem identification, solution development, application, testing, and refinement.

The model builds upon the Jägersro model originally developed within the Jägersro project and the Local Roadmap for Malmö 2030 which supports scenario analysis and enables evaluation of future development alternatives based on quantitative climate data. In this study, emission averages were categorized based on regulatory parameters from local plans, with input data organized into an A-module (construction phase) and B-module (operational phase). The model was tested on three existing local plans from Örebro, Gävle, and Eskilstuna, using three scenarios: a baseline scenario (current conditions), a maximum development scenario (based on full regulatory potential), and a realistic scenario (based on illustrations within the plan description).

The local plans were selected through a purposive sampling strategy, based on plan consistency, content, and geographic diversity, with data collected from the Swedish national geodata platform. Climate data input was derived from the Swedish National Board of Housing, Building and Planning’s guidelines for climate calculations, focusing on emissions from buildings and infrastructure, and using standard emission factors and resource use estimates. Although primarily based on approximations, the tool is adaptable for integration with more detailed data when available.

The study demonstrates that climate impact can be assessed at a general level in the planning stage through a structured, iterative, and tool-supported process. Results from the tested scenarios offer a comparative basis for evaluating planning strategies where emission reduction is a key objective.

Rapporten tar upp behovet av integrering av klimatberäkningar inom detaljplaneringen. Ett befintligt klimatverktyg har utvecklats med syfte att kvantifiera klimatpåverkan för en detaljplan. Detta genom metoden Design Science Research, som används för att vidareutveckla befintliga verktyg/metoder. Verktyget är uppbyggt på detaljplanens planbestämmelser och befintliga schablonvärdering för klimatpåverkan i kg CO2/ekv.enhet. Klimtverktyget avgränsas till en klimatpåverkan för de step som omfattas av klimatdeklarationer, och tar inte med ett livscykelperspektivet i sin helhet, vilket är en brist hos verktyget idag.

Denna studie undersöker hur klimatpåverkan från detaljplaner kan kvantifieras och användas som beslutsunderlag i fysisk planering, med målet att stärka klimathänsyn i tidiga planeringsskeden. För att besvara studiens frågeställningar har ett klimatverktyg utvecklats ett Excelbaserat analysverktyg som möjliggör uppskattning av klimatpåverkan uttryckt i kg CO₂-ekvivalenter per enhet.

Klimatmodellen bygger på Jägersromodellen, ett verktyg framtaget inom ramen för Jägersroprojektet och Lokal Färdplan Malmö 2030 som möjliggör scenarioanalys och väger olika utvecklingsalternativ mot varandra baserat på kvantitativa klimatdata. Den anpassade modellen i denna studie har kategoriserat schablonvärden för klimatutsläpp enligt planbestämmelser, uppdelat i A-modul (exploateringsskede) och B-modul (driftskede), och applicerats på tre detaljplaner i Örebro, Gävle och Eskilstuna. Verktyget har testats i tre scenarier: ett nollalternativ (befintligt tillstånd), ett maximerat utbyggnadsscenario enligt planbestämmelser samt ett realistiskt scenario baserat på respektive illustrationsplan.

Urvalet av detaljplaner har skett genom ett strategiskt urval baserat på innehåll, enhetlighet och geografisk representation, med data hämtad från Lantmäteriets geodataportal. Indata till modellen har tagits fram med stöd av Boverkets riktlinjer för klimatberäkning och inkluderar beräkningar av byggnaders klimatpåverkan utifrån resursanvändning, materialflöden och energidata. Beräkningarna grundas huvudsakligen på schablonvärden, men modellen är utformad för att kunna vidareutvecklas med mer detaljerade indata.

Studien visar att det är möjligt att på ett övergripande sätt kvantifiera klimatpåverkan i detaljplaneskedet genom ett strukturerat och iterativt verktygsbaserat arbetssätt. Resultaten från de tre testade scenarierna ger en grund för jämförelser och prioriteringar i planeringsprocesser där minskad klimatpåverkan är en målsättning.
