Syftet med denna studie är att undersöka hur socialtjänstens uppdrag med att skydda barn framställs i svenska nyhetstidningar i samband med rapporteringen om två fall – fallet Bobby och fallet ”Lilla hjärtat”. Studien ämnar även analysera vilka implikationer som mediala diskurser om socialtjänsten kan ha för allmänhetens uppfattning om myndighetens uppdrag med att skydda barn. Genom att använda kritisk diskursanalys och det teoretiska begreppet moralpanik identifierades sex diskurser: det skyddslösa barnoffret, socialtjänsten som ansvarsbärare, civilsamhället som ansvarsbärare, socialtjänsten som den naiva, socialtjänsten som den mäktiga och en (o)föränderlig myndighet. De identifierade diskurserna visar en motsägelsefull skildring av socialtjänsten. Socialtjänsten framställs som oförutsägbar, bristfällig och passiv men samtidigt som för ingripande. Den mångtydiga framställningen av socialtjänsten kan bidra till bristande förtroende för myndigheten. Vidare fann studien att framställningarna av socialtjänsten även bidrar till en definition av barns behov av skydd. 

The purpose of this study is to investigate how the social services and their obligation to protect children are portrayed discursively in Swedish newspapers. The focus is on the case of Bobby and the case of “Lilla hjärtat” (“Little heart”). This study sheds light on the implications of medial discourses for the public opinion about social services. By using critical discourse analysis and the theory of moral panic, six discourses were identified: the defenceless child-victim, the social services as responsible, the civil society as responsible, the naive social services, the powerful social services and the (un)changeable authority. The discourses show a contradictory description of the social services, it’s depicted as passive but also as controlling. When the depiction of the social services is ambiguous, it can lead to decreased trust towards the authority. Furthermore, the depictions of the social services also contribute to a definition of children’s need of protection.
